Abstract: การวิจัยครั้งนี้มีจุดหมาย (1) เพื่อศึกษาระดับการมีส่วนร่วมของผู้นำในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริการส่วนตำบล เขตอำเภอคลองท่อม จังหวัดกระบี่(2) ศึกษาข้อเสนอแนะการมีส่วนร่วมของผู้นำในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริการส่วนตำบล เขตอำเภอคลองท่อม จังหวัดกระบี่ประชากรและกลุ่มตัวอย่างในการวิจัยครั้งนี้ ได้แก่ คณะกรรมการหมู่บ้านที่อาศัยอยู่ในพื้นที่องค์การบริหารส่วนตำบล เขตอำเภอคลองท่อม จังหวัดกระบี่ จำนวน 550 คน ได้ขนาดกลุ่มตัวอย่าง 226 คน สถิติที่ใช้คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1. ระดับการมีส่วนร่วมของผู้นำในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริการส่วนตำบล เขตอำเภอคลองท่อม จังหวัดกระบี่โดยรวมทุกด้านอยู่ในระดับปานกลาง เรียงตามลำดับ ด้านที่มีค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการเตรียมวางแผน ด้านการปฏิบัติตามแผน ด้านการวางแผน และด้านการประเมินผลแผน ตามลำดับ 2.ข้อเสนอแนะสำหรับการมีส่วนร่วมของผู้นำในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริการส่วนตำบล เขตอำเภอคลองท่อม จังหวัดกระบี่สำหรับการนำผลวิจัยไปใช้งาน ดังนี้ 2.1 ด้านการเตรียมวางแผน/ด้านการวางแผน ควรมีการเชิญผู้เชี่ยวชาญในการวางแผนหรือผู้ที่มีความรู้เพื่อแนะแนวทางในการวางแผน 2.2 ด้านการปฏิบัติตามแผน ควรปฏิบัติตามแผนที่ได้วางไว้ ตามความสำคัญและความต้องการของชุมชน 2.3 ด้านการประเมินผลแผน ควรมีการประเมินผลแผน และประชุมชี้แจงถึงการประเมินผลแผนให้ประชาชนทราบอย่างทั่วถึง

Abstract: The purposes of this research were (1) to study the level of the community leaders’ participation in forming the local development plan of Klong Tom Sub-District, (2)to propose suggestions to improve the participation of the leaders of Klong Tom Sub-District. The sample group consisted of 226 community members of Klong Tom Sub-District. Questionnaires were used as tools to collect the data. The statistics employed in analyzing the collected data were percentage, arithmetic means, and S.D. The results of the study revealed as follows: 1.The level of the community leaders’ participation as a whole was found to be moderate. The areas in which the leaders participated in were ranked respectively from most to least as follow : preparation for planning, planning, and assessing plans. 2.Suggestions to improve the participation of the community leaders are as follow : 2.1 Preparation for planning and planning : The Klong Tom Sub-district Administrative Organization should invite experts in planning to train the leaders. 2.2 Implementation of the plan :The Klong Tom Sub-district Administrative Organization should implement their plan based on the needs of the community. 2.3 Assessment of the plan :The Klong Tom Sub-district Administrative Organization should assess the implementation of the plan and inform the public about the outcomes of the plan.
