Abstract:
The purposes of this study are to investigate preparation, problems, and guidelines for the solution of learning management preparation of teachers and administrators towards ASEAN community in 2015: A case study of Banwiangpan school under the office of primary educational
service area 3 Chiang Rai province. There are seven indicators of ASEAN teacher quality indicators i.e. teachers need to have knowledge about ASEAN, teachers are able to communicate in a foreign language, teachers need to use books, text books, instructional mediums in approach of learning and teaching with a foreign language, teachers need to use Information and Communication Technology (ICT) for teaching, measurement, and academic publication both online and offline, teachers need to use varied teaching techniques and teaching methodologies on a learning and teaching approach, teachers are able to interchange the experiences in learning and teaching approach both in the country and in the ASEAN community, teachers need to use research, instructional mediums and innovations to develop the learners constantly. The six indicators of ASEAN administrator qualities are: Administrators have a vision on learning and teaching approach towards ASEAN community, administrators are able to manage in limited conditions efficiently, administrators have skilled English for communication and have skills in ICT, administrators are able to coordinate association network for learning and teaching approach coordination towards ASEAN community, administrators are able to supervise, and monitor overall operation, administrators are able to communicate with the association network for learning and teaching approach towards ASEAN community. The results show that the four prepared teacher quality indicators are: Teachers need to have knowledge about ASEAN, teachers need to use Information and Communication Technology (ICT) for teaching, measurement and academic publication both online and offline, teachers need to use varied teaching techniques and teaching methodologies on a learning and teaching approach, teachers need to use research, instructional mediums and innovations to develop the learners constantly. The three prepared administrator quality indicators are: Administrators have a vision on learning and teaching approach towards ASEAN community, administrators are able to manage in limited conditions efficiently, administrators are able to supervise and monitor overall operation. The problems in many indicators left both teachers and administrators related the problems of English skilled lacking to communicate clearly and the association network setting is unclear as to how teachers and administrators would make full use of it.
