Abstract:
The Thonburi Housing Estate is currently the largest housing project of the National Housing Authority on the Thonburi side of Bangkok. Under this housing project, there are 788 units in condominium 1, Section 6; 1,935 units in condominium 2, Phase 1; 1,312 units in condominium 2 Phase 2; and 700 units in condominium 3, Phase 3. The administration of these housing units is in the form of juristic persons, which has led to questions of what the administration and management of the housing projects of the National Housing Authority, which vary in terms of designs and pricing, is like, and what problems exist regarding the administration and physical conditions of the project. The purpose of this study was to investigate the background of the management of National Housing Authority housing projects to determine the types, structures, administration and management, and financial management as well as to explore problems that have occurred within the Thonburi Condominium Housing Estate. Data were collected by means of interviews, observations, surveys, and document analysis. The findings reveal that there were eight juristic persons for the Thonburi Condominium Housing Estate established based on the time of project development and construction. The administration and management of the juristic persons could be divided into three categories. It was found that juristic persons that have appropriate policy planning and a clearly specified and systematic scope of work were able to devise effective administrative and managerial plans for operation. The findings also show that the physical conditions of buildings managed by different juristic persons varied. As regards financial matters, the most important revenue for juristic persons was monthly payment for shared expenses from residents, as all juristic persons had collected more than 90% of such fees. However, when considering the financial statements, it was found that most juristic persons expenses exceeded capital, thus they had insufficient funds for proper maintenance of the housing project leading to their deteriorating physical condition. Major problems found in this study were deterioration and untidiness of the project areas, administrative and managerial problems due to inadequate planning and residents lack of adherence to the rules and regulations of the juristic persons.It can be concluded that the Thonburi Condominium Housing Estate, with its various types of buildings, has different administrative and managerial structures. In addition, policy planning for administration, operations, budget, and financial management varies to a certain extent, which may have contributed to the varying physical conditions of the properties. With regard to administration and management, if there is appropriate policy planning and operational methods, a clearly specified scope of work and suitable manpower in the operation team, complete operational plans, comprehensive budget planning covering all related aspects, and financial management with more resources than expenses, the good physical condition of the condominium can be ensured
