Abstract:
One of the most crucial factors in developing a country is the quality of population. If manpower is efficient , the national development will be effectively perused. Therefore, to be development will be effectively perused. Therefore, to be developed, a country needs to improve its population quality. With regard to this principle, the Occupation Development Centre Program under the Community Department has been originated. The major objective of the program is to improve the quality of the youths Z most of whom have completed compulsory education, but do not have an opportunity to further their study at a higher level ) by training them knowledge and understanding in professional skills in order that they can utilize the skills in pursuing their livelihood, or earning additional income. The Nong Bua Occupation Development Center in Kanchanaburi, thus serves the above mentioned purpose in training professional skill as well as general knowledge for the youths so that they are able to utilize those skills to pursue their livelihood or earning additional income. Nevertheless Whether the youths would acquire maximum benefits from such a grogram rests primarily upon the efficiency of the Centres administration since it is one of the factors which has direct impact upon the youths. Accordingly this study focuses mainly on the Administration of the Occupation Development Centre, namely, the Nong Bua Occupation Development Center. This Study begins by questioning whether the youths who have been trained by the Centre receive benefits and improve their professional skills depending on the efficiency of the administration of the Centre or not. Thus, the main objectives of this study is to investigate the history and development of the Centre including the work of the Centre so as to know the problems of the Centre and therefore be able to give suggestions and recommendations on the improvement of its administration. This study relies on research papers government documents books observations interviews and some questionnaires for data and theoretical framework. The summary of the findings in that the Centre has been facing deficiency in administrative resources and administrative efficiency. In brief, there are : 1. The number of personnels is too small to cope with the work load. 2. There is insufficiency of standing official instructors who have specialized skills therefore the center has to request several district community development workers to come to help in training courses. 3. The supplies and equipments in the office and training courses are insufficient. 4. The budget for the office and training courses is insufficient. 5. The chain of command and the line of responsibility are complicated because of the deficiency of personnels and thus an official has to be responsible for several roles. 6. The evaluation and follow up of the youths who have finished the training courses are done without continuity and seriousness. 7. The management of the training courses is not good enough. For example, the courses for mechanical engineering, for the barber, and for the womens childrens and youths development activities are organized in the same building. As a result, the trainees cannot concentrate on the training because of the disturbing noises from other training room. Considering the trainees, some of the youths cannot read and write well and some of them resign as they are disappointed for not being able to take the courses they like because they cannot pass the skill-test from the Centre. The attitudes of the trainees towards the Centres training yet are positive ; thus the Centre are receives good cooperation from them. Finally, it is found that the trainers have high ability in training. Consequently the trainees can well understand and receive knowledge and skills from training courses.
