Abstract:
To (1) develope the performance appraisal method to assess the competency of basic education external evauators for license renewal, (2) implement these method that developed by researcher, (3) evauate the quality of these method. The process of this research had four steps. The first step was to specify and weigh evaluated topics of performance appraisal to assess the external evaluators by analyzing competencies of external evauators from several data sources such as studying the related document, surveying the opinion of 12 experts. The second step was to develop the performance appraisal method to assess the competency of external evaluators by making evaluation framework, to evaluate the method by 17 experts, and to test quality of measuring instruments by 33 students of Kanchanaburi Rajabhat University that were studied quality assessment subject. The third step was to implement the performance appraisal method by 10 basic education external evaluators. The fourth step was to assess the quality of method in 2 parts; (1) to evaluate result of assessing this method by the joint committee on standards for educational evaluation (2) to evaluate result of satisfy using the method by 42 persons consisted of 26 teachers, 6 administrators and 10 external evaluators. This research analysis data by descriptive statistics and content analysis of interview result. The results as follows: 1. Evaluate topic consisted of 6 topics (1) quality assessment knowledge weighted highly 28% (2) evaluation ability weighted 22% (3) result performance weighted 17% (4) team work ability (5) friendly evaluator (6) ethics evaluator, three last topic weighted 11%. 2. Testing validity and reliability of measuring instruments, the finding of content validity had IOC value more than 0.50 and reliability coefficient values of 0.71-0.98. Item testing analysis found that the basic education external evaluator competency had rather easy 41 items 60.29% (p = 0.60-0.79) and good discrimination of 32 items 47.06% (r = 0.40-0.59). Discrimination from inferential statistic by t-test of evaluation form was significantly. 3. Result of implement this method found that 10 external evaluators passed criterion with total score between 71.67%-87.41%. 4. Result of assess quality this method by the joint commitee on standards for educational evaluation found that utility standards, feasibility standards, propriety standards, and accuracy standards, were very good, and total satisfy was good.
