Abstract:
The purpose of this research was to study Human Resource Development of Phayao, Chiangrai, Phrae, and Nan Cooperative Offices of the 16th Government Service Inspection Area. The sample group of 150 persons used comprises of officials, government employee, and permanent employees of the Cooperative Offices of the 16th Government Service Inspection Area . The tool used was Rating Scale Questionnaire. Data analysis was done by enumerating frequency, percentage, mean, and standard deviation statistics. By contrast, the findings also found the weak points from these aspects. Firstly, educational expenditure, time and being unable to apply knowledge to job became the obstacle for further education. Secondly, by mean of method of training, training courses were not interesting. Next, insufficiency of budget for seminar was the weak point for the development of seminar participation. In terms of job observation, budget and workplaces were barriers to develop human resource. Lastly, job circulation itself became the main factors that made office work ineffective."
