Abstract:
The result of the study of guidelines for the administration and management of flood of Mueang Phrae Municipality presented ways to solve the problem of flood in the community areas from considering the drainage conditions and the cross-section of the river in the parts of size, steepness and the coefficient of roughness. From the calculations, it was found that the Yom River did not have the size of the river volume big enough to drain the high water of 50 year flood and 100 years flood. So there is a need to build dykes to prevent flood water in the community areas according to the correction and improvement measures presented such as: building flood prevention dykes in the type of large stone dams along the river, building flood prevention dykes in the forms of doubled foundation pile water wall concrete dams, building earthen flood prevention dykes to improve the The efficiency of the river so it drains water better and with two choices for flood prevention. The result of economic analysis to evaluate the projects from comparing project cost analysis and project benefits of both choices concluded that the study of ways to administer and manage flood of Mueang Phrae Municipality Choice No.1 building large stone dams along the Yom River (starting from Hua Khuang Community to Chettawan Community) and build earthen flood prevention dykes (at Hua Khuang community area) had the economic suitability at the criteria that could drain the high water of 50 years flood more than Choice No. 2 building doubled foundation pile water wall concrete dams (starting from Hua Khoung Community to Chettawan Community) and build earthen flood prevention dykes (along the Hua Khuang area) that could drain the high water of 100 years flood.
