Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพการใช้ทรัพยากรน้ำเพื่อการเกษตรของเกษตรกรผู้ใช้น้ำฝายวังเคียน ตำบลป่าแดด อำเภอป่าแดด จังหวัดเชียงราย และเพื่อศึกษาปัญหา และอุปสรรคในการใช้ทรัพยากรน้ำของเกษตรกรผู้ใช้น้ำฝายวังเคียน ตำบลป่าแดด อำเภอป่าแดด จังหวัดเชียงราย กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ ได้แก่ เกษตรกรผู้ใช้น้ำฝายวังเคียน จำนวน 242 ครัวเรือน ซึ่งได้มาจากการสุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วย การแจกแจงความถี่ และร้อยละ ผลการศึกษาพบว่า สภาพการใช้ทรัพยากรน้ำเพื่อการเกษตรของเกษตรกรผู้ใช้น้ำฝายวังเคียน ส่วนใหญ่อาศัยน้ำจากฝายวังเคียนในการทำการเกษตร (ร้อยละ 100) การขนส่งน้ำจากแหล่งน้ำไปยังพื้นที่ทำการเกษตรอาศัยคลองส่งน้ำสายใหญ่เป็นหลัก (ร้อยละ 72.31) การรับน้ำของพื้นที่ทำการเกษตร ส่วนใหญ่ได้รับน้ำไม่เพียงพอ (ร้อยละ 88.02) ปัญหาและอุปสรรคที่สำคัญ คือ ปริมาณน้ำไม่เพียงพอ (ร้อยละ 66.94) การจัดสรรน้ำไม่ทั่วถึง (ร้อยละ 72.73) และระบบส่งน้ำไม่มีประสิทธิภาพ (ร้อยละ 82.64) ในรอบปีที่ผ่านมา ไม่มีการศึกษาดูงาน ฝึกอบรม ให้ความรู้เกี่ยวกับการจัดการน้ำเพื่อการเกษตร (ร้อยละ 47.52) เนื่องจากไม่มีงบประมาณ ทำให้เกษตรกรขาดความรู้ ความเข้าใจในการบริหารจัดการน้ำที่มีประสิทธิภาพ และเกิดปัญหาข้อขัดแย้งกันบ่อยครั้ง ""

Abstract: The objectives of this study were to study the situations of water resource usage for agriculture of agriculturalists in Wangkian dam, Padad subdistrict, Padad district, Chiang Rai province and to study problems and obstacles in water resource usage for agriculture of agriculturalists in Wangkian dam, Padad subdistrict, Padad district, Chiang Rai province. The samples of the present work were 242 households of Wangkian dam agriculturalists. The sampling was stratified random sampling. The data were collected by questionnaires. The statistics for data analysis were frequency distribution and percentage. The results were found that most of agriculturalists used water form Wangkian dam for agriculture (100 %). The great majority of water transportation from the water resource to agriculture areas was the main canal (72.31 %). Most of agriculture areas did not enough receive water (88.02 %). Most important problems and obstacles, water quantity was not enough (66.94 %), water distribution did not cover for all agriculture areas (72.73 %) and water transportation system was inefficient (82.64 %). The last year, there were no observation activities or no training in water management for agriculturalists (47.52 %) because of no funds. These problems effected to agriculturalists in rare knowledge and understand of effective water management and cased high frequency of confliction.
