An Evaluation of Scholarship Granting Project for Students with Hardship Living in the Border and Hillside Areas, by Phayao Primary Educational Service Area Office 2, in Fiscal Year 2011
Abstract:
An objective of this study is to evaluate the scholarship granting project for children with hardship living in the borders and hillside areas. This project was run by Phayao Primary Educational Service Area Office 2, in fiscal year 2011 using CIPP Model. Framework of the evaluation aimed at studying the context, primary factors, the process and products produced in the project. The populations were 17 teachers who are responsible for the scholarship project as well as 58 students granted the scholarship with their 58 guardians. An instrument used for collecting data was a questionnaire given to teachers, students , and guardians. Percentage, mean and standard deviation were used in this study. Based on the concern of Her Majesty Queen Regent Sirikit on the education of children with hardship, Ministry of Education allotted the budget for the scholarship granting projects. Focusing on the context, the result of the project assessment revealed that most of the guardians of the students were unskilled laborers earning little money. Most of the students granted scholarship lived with relatives. They lacked educational materials such as books and notebooks. Regarding to their schools, its founded that the committee to select students to be granted scholarship were at high operational level. In light of money spending process, on the part of students, its found that money granted was mostly spent on household activities. In addition, its at high level for schools to open bank accounts to save money. Focusing on the products, guardians were found satisfied at average level. Besides, after students were granted scholarship, they were quite happier. They felt very satisfied and their attention on education increased at the highest level.
