Abstract:
การค้นคว้าด้วยตนเองนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการมีส่วนร่วมของชุมชนในการจัดการศูนย์พัฒนาเด็กเล็ก เทศบาลตำบลจุน จังหวัดพะเยา 2) เพื่อเปรียบเทียบการมีส่วนร่วมของชุมชนในการจัดการศูนย์พัฒนาเด็กเล็ก เทศบาลตำบลจุน จังหวัดพะเยา ที่มีเพศ อายุ สถานภาพ และระดับการศึกษา แตกต่างกัน และ 3) เพื่อศึกษาข้อเสนอแนะเกี่ยวกับปัญหาและแนวทางแก้ไขการมีส่วนร่วมของชุมชนในการจัดการศูนย์พัฒนาเด็กเล็ก เทศบาลตำบลจุน จังหวัดพะเยา ประชากรที่ใช้ในการศึกษาคือ ประชาชนผู้มีสิทธิเลือกตั้งอายุ 18 ปีขึ้นไป จำนวน 4,374 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่า t-test และ f-test ถ้าพบความแตกต่างอย่างมีนัยสำคัญทางสถิติ จะทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ ด้วยวิธีการของ LSD (Least-Significant Different) นำเสนอในรูปแบบตารางประกอบการบรรยาย ผลการศึกษาพบว่า 1) การมีส่วนร่วมของชุมชนในการจัดการศูนย์พัฒนาเด็กเล็ก เทศบาลตำบลจุน จังหวัดพะเยา โดยรวมทั้ง 4 ด้าน อยู่ในระดับปานกลาง และเมื่อแยกออกเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยเรียงตามลำดับมากไปหาน้อย ได้แก่ ด้านวางแผนศูนย์พัฒนาเด็กเล็กฯ มีค่าแปลผลอยู่ในระดับปานกลาง รองลงมา คือ ด้านการร่วมดำเนินงานศูนย์พัฒนาเด็กเล็กฯ มีค่าแปลผลอยู่ในระดับปานกลาง ตามลำดับ 2) ผลการทดสอบสมมติฐานพบว่า ประชาชนที่มีเพศ อายุ สถานภาพ และระดับการศึกษาต่างกัน มีความคิดเห็นการมีส่วนร่วมในการจัดการศูนย์พัฒนาเด็กเล็ก เทศบาลตำบลจุน จังหวัดพะเยา โดยรวมทั้ง 4 ด้านแตกต่างกัน ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 3) ปัญหาจากผู้ตอบแบสอบถาม พบว่า 1) ขาดกระบวนการวางแผน ในระดับผู้บริหาร สท. นักวิชาการศึกษา กำนัน/ผญบ. ผดด. และผู้ปกครองเพื่อเสนอปัญหาร่วมกัน 2) ผู้บริหาร สท. ไม่ให้ความสนใจ ไม่มีการจัดลำดับความสำคัญของปัญหา 3) ขาดความสนใจด้านการดำเนินศูนย์เด็กเล็ก เนื่องจากระยะเวลาการเรียนรู้ของเด็ก ในศูนย์พัฒนาเด็กเล็กมีระยะเวลาที่สั้นเพียง3 ปี 4) ขาดการสนับสนุนทรัพยากรให้แก่ศูนย์เด็กพัฒนาเด็กเล็กจากผู้ปกครองและประชาชน 5) ผู้ปกครองและประชาชนไม่ให้ความสนใจ โดยอาจมีทัศนคติว่าไม่ใช่หน้าที่ ไม่มีความรู้ ในการร่วมติดตามและประเมินผล 6) ผู้ปกครองขาดโอกาสในกระบวนการมีส่วนร่วมการติดตามและประเมินผล 4) แนวทางแก้ไขจากผู้ตอบแบบสอบถาม พบว่า 1) ควรจัดให้มีการสัมมนาด้านการวางแผนเชิงบูรณาการแบบกระบวนการมีส่วนร่วมให้มากยิ่งขึ้น 2) ผู้บริหาร สท. ควรออกพบปะคนในชุมชน ค้นหาปัญหาเพื่อนำมาวางแผนดำเนินการและจัดลำดับความสำคัญของปัญหา 3) ควรจัดให้มีกิจกรรมด้านด้านต่าง ๆ ที่หลากหลายเพื่อให้ผู้ปกครองประชาชนและชุมชนเกิดความสนใจเข้าร่วมกิจกรรมการด้านดำเนินงานศูนย์พัฒนาเด็กเล็กฯ 4) ควรการประชาสัมพันธ์การมีส่วนร่วมของผู้ปกครองและประชาชนในการสนับสนุนทรัพยากร 5) ควรทำความเข้าใจให้ประชาชนและผู้ปกครองเข้าร่วมกิจกรรมการติดตามและประเมินผล 6) ควรขยายโอกาสให้ประชาชนและผู้ปกครองเข้ามีส่วนร่วมติดตามและประเมินผลได้อย่างสะดวก
Abstract:
The purposes of Independent Study were as follows: 1) To study the participation of citizens in the management child development center in Ban Chun Sub-district Municipality, Phayao Province. 2) To compare participation of citizens in the management Child Development Center in Ban Chun Sub-district Municipality, Phayao Province with gender, age, status and education differences. 3) To study the suggestions about the problems and resolve problems participation of citizens in the management child development center in Ban Chun Sub-district Municipality, Phayao Province. The population of the study who were the elections of 4,374 populations, aged more than 18 years. The questionnaires were used for collecting data. The descriptive statistics used in analyzing data were percentage, mean, standard deviation, t-test and f-test. If the difference was statistically significant difference in the average earnings by means of the LSD (Least-Significant Different) by presented in tabular form of presentation. The results of this study were as follows: 1) The participation of citizens in the management child development center in Ban Chun Sub-district Municipality, Phayao Province, also included 4 fields were rated at moderate level. In each field divided as follows arrange from the most to the least such as planning of child development center, joint operations Child Development center were rated at moderate level. 2) The results of hypothesis were that population of different gender, age, status and education with the participation of citizens in the management child development 2 center in Ban Chun Sub-district Municipality, Phayao Province, also included were 4 different fields. The population of different status and education with participation of citizens in the management child development center in Ban Chun Sub-district Municipality, Phayao Province, also included were 4 fields, difference which conform to the assumptions set statistically significant at the 0.05 level. 3) The problem of the respondents found that: 1) Lack of planning process with administrator, member of Ban Chun Sub-district Municipality, board of educator head of village, childrens teachers and parents to propose a common problem. 2) Administrator didnt pay attention and prioritize the issues. 3) Lack of interest in the child development center, since the period of learning of children at the Child Development Center was short period only three years. 4) Lack of resources allocated to the Child Development Center from parents and people. 5) The parents and people do not pay attention. It may not have the attitude that no previous knowledge of the monitoring and evaluation 6) Parents havent the opportunity to participate in the process and evaluation. 4) The solutions of the respondents found that 1) Should organize a seminar on the integration planning process the better. 2) Administrator should meet in the community, search the problems for the planning and prioritization of issues. 3) Should provide a variety of activities to draw attention to their people and communities interested in participating in the activities of the child development center. 4) Should be made available to the public understand the importance of allocating resources. 5) Should to make understanding for people and their parents participate in the monitoring and evaluation. 6) Should expand opportunities for public participation and parental monitoring
and evaluation easier.
