The transfer readiness of educational mission of Ban Klueng subdistrict administrative organization, Bang Sai district, Phra Nakhon Si Ayuttaya province
Abstract:
The study of the transfer readiness of the educational mission of Banklung Subdistrict Administrative Oranization, Bang sai District, Ayutthaya Province follows the regulation stated in the Constitution of the Kingdom of Thailand B.E.2550. The Constitution states that local organizations close to the local population can manage their own education system and career training according to their needs. They can also participate in the public education management which meets national standards. Furthermore, art, customs, local wisdom and local culture preservation must be considered. This study collected its primary data through in-depth interviews with three selected groups of population: 13 employees from the Banklung Subdistrict Administrative Organization office, 15 people involved in the educational system and 7 parents of students. On all, 35 individuals were interviewed The results were interpreted and analysed using percentages. This study aimed to investigate the problems facing the Banklung Subdistrict Administrative Organization for a successful transfer of the educational mission as well as its level of readiness in order to provide suggestions and possible solutions to its problems.
The result showed that the Banklung Subdistrict Administrative Organization is not yet ready for the educational transfer. The average value is 1.32 which is 0.18 lower than the criteria set by the Ministry of Education (the criteria is 1.50). The lack of administrative management , personnel and budget planning is the major problem. A proposed solution is to recruit education personnel from other organizations to participate in the Banklung Subdistrict Administrative Organization mission. The education policy should clearer and more concrete and should have a development plan that corresponds to the assessment criteria. The human resource development in every sector must be concerned with the education management and should create awareness in its administrators. Self development should be promoted so that they can develop their own strategic plans which will cover all aspects of educational management. A network assisting underprivileged children must be set up. The curriculum and learning management supporting these children should include a system promoting long life learning and job creation. Innovation in administration and management which follows the assessment criteria of the Ministry of Education must also be included .Efforts should be coordinated with educational institutes and other related organizations to provide academic support and create more opportunities for the communities to manage their own education.
