Abstract:
The purposes of this study were to analyze the readiness for transferring the basic educational school of the central government into the local administrative organizations, and to compare the opinions of the personnel in the basic educational schools with those of the officials in the local administrative organizations in Pamok District, Angthong Province towards the readiness for transferring the stated subject concerning personal factors. The sample in this study included 179 teachers and educational officials in public schools as well as public servants in the local administrative organizations in Pamok District, Angthong Province. The results were analyzed by using Taro Yamane Calculation Method. The instrument used in this research was questionnaire with .9801 reliability. The data were analyzed through the use of frequencies, percentage, mean, standard deviation, t-test, and ANOVA.
The results of the study suggested that in overall and each aspect the local administrative organizations in Pamok District, Angthong Province had readiness at the low level in transferring the basic educational schools into theirs. The subjects who had different levels of understanding in the process of transferring the stated case were significantly different in the readiness of receiving the transfer at the level of .05. Meanwhile the subjects with different ages and positions in the process were significantly different in the readiness of receiving the transfer at the level of .01. There were four suggestions from this study. Those were: (1) in personnel management, the local administrative organizations in Pamok District, Angthong Province should prepare appropriate policy, structure, and regulations on human resource management and recruitment; (2) in educational management, they should develop and modernize educational media and technology along with promoting quality guarantee system; (3) in budget management, they should provide sufficient financial resource for the transferred schools effectively; (4) in general management, they should give the opportunity to the local people to participate in managing and monitoring the management as well as appointing qualified professional people, experts, local people and organizations to be consultants.
