Abstract:
This independent study aimed to 1) study the opinions of the staff of the subdistrict administrative organization and of dwellers living in the area about ethical principles as practiced by the staff in the Nongjik Subdistrict Administrative Organization, Nong khae district Saraburi province, and 2) compare the opinions of the two groups of participants. This study employed a quantitative research design. The sample used consisted of 20 sub-district administrative organization employees and 349 dwellers living in Nongjik Subdistrict. The instrument used to collect the data was a questionnaire. A proportional random sampling was conducted. Data analysis was performed using a statistical package for social science research. Statistics in this study included frequency, percentage, mean, standard deviation, and hypothesis testing using t test and F test (One way ANOVA).
The findings were as follows :
1. The work ethics of the staff in Nongjik subdistrict administrative organization were rated as being average with a mean of 2.97. When considering each aspect evaluated individually, transparency had the highest mean followed by accuracy, devotion, service mind, work creativity, sincerity and finally responsibility.
2. The results of the hypothesis testing indicated that the dwellers, considering gender, age, marital status, educational level and occupation, had no differences in opinion. As such, the results do not support our hypothesis.
3. The recommendations related to the opinions of the participants were as follows:
1) Moral and work ethic standards for the staff in Nongjik subdistrict administrative organization should be established and should address the raised ethical concerns. They should be posted publicly in order to facilitate access to practice guidelines for all personnel in the organization who are eager to show appropriate behaviors to society in general.
2) Ethical reviews of the daily work done by subdistrict administrative organization employees should be conducted because the study results reported that the dwellers were only moderately satisfied with their work ethics.
