Abstract:
The objectives of this research were to 1) study factors directly influencing the achievement on the crowd control performance of the crowd control officers at the Protection and Crowd Control Division, 2) compare the factors directly influencing the achievement on the crowd control performance of the crowd control officers at the Protection and Crowd Control Division, and 3) suggest the more efficient methods for the improvement of crowd control performance of the crowd control officers at Protection and Crowd Control Division. This study applied both qualitative and quantitative research methods. The research population was the 274 crowd control officers from the Protection and Crowd Control Division 1 and 2. They were selected by using the simple random sampling method based on Yamanes Formula. The tools used for collecting the data were a multiple choice questionnaire and an interview form regarding guidelines for the promotion of the achievement of the crowd control performance of the crowd control officers. Statistics used for data analysis were frequency, percentage, mean, and standard deviation. The analysis of variance was also employed for hypothesis testing.
The research results were as follow:
1) Regarding the crowd control performance, overall and in each aspect, was at a high level. The aspects of goal achievement, performance under policy and public satisfaction were factors influencing the achievement of the crowd control performance of the crowd control officers and they all were at high levels.
2) Regarding the comparative results of factors directly influencing the achievement of the crowd control performance of the crowd control officers at the Protection and Crowd Control Division, it was found that the aspects of performance under policy and public satisfaction affected the achievement of the crowd control performance differently at the statistically significant level 0f 0.05, while the aspect of goal achievement did not affect the achievement of the crowd control performance.
3) Recommendations for the improvement of crowd control performance of the crowd control officers at the Protection and Crowd Control Division are as follows:
3.1) Regarding the aspect of goal achievement, the division should be supportive to their officers. Following the human resource management principles, the situational analysis should be employed, the officers should work strictly in unity and their plans for the crowd control performance should be made according to the supervisors orders.
3.2) Regarding the aspect f performance under policy, the officers should follow the supervisors orders and should use the humanitarian principles when negotiating with the protest crowd. Also, the officers should start from using the non-violence approaches, avoid confrontations with the crowd control and follow the plans and procedures allowed by laws
3.3) Regarding the aspects of public satisfaction on the performance, the protest crowd is not satisfied with the performance of the crowd control officers unless they get what they ask for.
