The general objective of this research was to investigate an educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality. The research procedure consisted of 3 phases : 1) the investigation of the status, problems and needs relating to the educational supervision in the schools under the jurisdiction of Ubon Ratchathani Municipality by conducting the documentary study on the concepts, theories and research relating to the educational supervisory scope of educational supervision in the schools under the jurisdiction of Ubon Ratchathani City Municipality with the target group including school administrators, assistant school administrators, all school committee members and staff members under the jurisdiction of Ubon Ratchathani City Municipality, totally 137 people ; 2) the educational supervisory model construction for the schools under the jurisdiction of Ubon Ratchathani City Municipality by drafting the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municupality, creating the manual for the implementation of the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality, and evaluating the propriety and the feasibility of the model by 17 specialists ; and 3) the proposal of the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality by conducting connoisseurship with the participation of 17 experts in order to examine and discuss the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality, evaluating the propriety and the feasibility of the model, and revising the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality in order to propose it to the adviser and make it a complete report.
The research findings were as follows :
1. The status, problems and needs relating to the educational supervision in the schools under the jurisdiction of Ubon Ratchathani City Municipality covered 3 activities : supervisory system and mechanism, supervisory process, and supervisory activities.
2. The educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality consisted of 5 main factors : 1) the objectives including to develop the teacher professional and create the instructional competence for the teachers, to develop the teacher work performance process with the utilization of the group process, and to develop the good personality for the teachers concerning the leadership on academy and thinking ; 2) the principles including good friendship, participation, and human relation ; 3) the main factors including supervisory system and mechanism, supervisory process, and supervisory activities ; 4) the evaluation including the evaluation of the competence in accordance with the teacher professional standard, the evaluation of the teachers’ team work performance process, and the evaluation of the teachers’ good personality development concerning the leadership on academy and thinking ; and 5) the achievement conditions including the supervisory participation, the work performance system, and the leadership.
3. In evaluating the propriety and the feasibility of the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality, it was found that the propriety and the feasibility of the educational supervisory model in the schools under the jurisdiction of Ubon Ratchathani City Municipality were on the highest level in all dimensions.
