Abstract: การวิจัยนี้มีวัตถุประสงค์สองประการคือ เพื่อพัฒนาระบบบริหารจัดการหนังสือราชการโรงเรียนบ้านคูสว่าง สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 4 และเพื่อหาประสิทธิภาพระบบ การพัฒนาแบ่งออกเป็น 5 ระยะ คือ 1) ศึกษาความเหมาะสม 2) วิเคราะห์ระบบ 3) ออกแบบระบบ 4) พัฒนาระบบ 5) ทดสอบระบบและหาประสิทธิภาพระบบ ออกแบบและพัฒนาเพื่อใช้งานบนระบบเครือข่ายอินเตอร์เน็ต โดยใช้โปรแกรมการจัดการฐานข้อมูล MySQL บนระบบปฏิบัติการ Window และใช้โปรแกรมภาษา PHP ในการพัฒนาระบบ การประเมินประสิทธิภาพระบบใช้แบบประเมินประสิทธิภาพ 4 ด้าน คือ 1) ความสามารถทำงานตามความต้องการของผู้ใช้ 2) หน้าที่ของโปรแกรม 3) การใช้งานของโปรแกรม 4) ความปลอดภัย ผู้ประเมินคือ ผู้เชี่ยวชาญด้านคอมพิวเตอร์ และข้าราชการครูผู้ใช้ระบบ วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ค่าเฉลี่ยเลขคณิต และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. ระบบบริหารจัดการหนังสือราชการโรงเรียนบ้านคูสว่าง สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 4 ที่พัฒนาขึ้นแบ่งออกเป็น 2 ส่วนหลัก ประกอบด้วยส่วนของผู้ดูแลระบบ และส่วนของข้าราชการครูผู้ใช้ระบบ ผู้ดูแลระบบสามารถทำงานได้ตามขอบเขตที่กำหนด คือ ลงทะเบียนผู้ใช้ระบบ ลงทะเบียนหนังสือราชการ ติดตามการดำเนินการ จัดเก็บหนังสือ สืบค้นหนังสือ รายงานข้อมูล และสั่งพิมพ์ข้อมูล ผู้ใช้สามารถเข้าใช้ระบบ สืบค้นหนังสือ ดูข้อมูลการดำเนินการ ดูรายงาน และสิ่งพิมพ์ข้อมูล 2. ผลการประเมินประสิทธิภาพระบบโดยผู้เชี่ยวชาญ และผู้ใช้ระบบพบว่าประสิทธิภาพระบบด้านความสามารถทำงานตามความต้องการของผู้ใช้อยู่ในระดับดี โดยมีค่าเฉลี่ยเท่ากับ 4.38 ด้านหน้าที่ของโปรแกรมอยู่ในระดับดีมาก โดยมีค่าเฉลี่ยเท่ากับ 4.93 ด้านการใช้งานของโปรแกรมอยู่ในระดับดีมาก โดยมีค่าเฉลี่ยเท่ากับ 4.60 ด้านความปลอดภัยระบบมีประสิทธิภาพอยู่ในระดับดีมาก โดยมีค่าเฉลี่ยเท่ากับ 4.59 This research aimed at 2 purposes which were to develop an Official Document Administretion of Bankoosawang School, Ubon Ratchathani Primary Service Area 4, and to find the efficiency of the developed system.The development process was consisted of 5 phases including 1) feasibility study, 2) system analysis, 3) system design, 4) system development, and 5) system testing and efficiency assessment. The system was design and development for implementation on the internet using MySQL database management system for window XP, and PHP. System efficiency assessment was carried out using 4 aspects of performance evaluation which were (1) the functional requirement test, (2) the functional test, (3) the usability test. And (4) the security test. The evaluators were computer specialists, and government teachers who used the system. Data analysis was carried out using descriptive statistic including arithmetic mean and standard deviation. The research findings were as follow: 1. The development system was consisted of 2part: administrator, and government teachers who use the system. Administrators could be able to work according to the specified criterion including users registration, ongoing monitoring, document archive, document retrieval, and document reporting and printing. Users were capable to log on to the system for searching documents, retrieving ongoing monitoring data, reading reports, and printing data. 2. The system efficiency of the functional requirement test has been evaluated by specialists and user, which was found at good level of 4.38 on average. The functional test was resulted with very good level of 4.93 on average. The usability test was identified with very good level of 4.60 on average. The security test was identified with very good level of 4.59 on average.
