Abstract:
The aims of this research were 1) To study public participation of three years development planning at Hong Hin District Municipality, Phayao Province 2) To study the problems and barriers to public participation of three-years development planning at Hong Hin District Municipality, Phayao Province The studies sample were 173 householders or the representative household from Santisook village and Saksan village in Hong Hin District Municipality, Phayao Province. The data collections were questionnaires. The statistics used in data interpretation were frequency, percentage, means, and standard deviation The results were as follows. Most publics were participation in three-years development planning at Hong Hin District Municipality, Phayao Province in low level. Includes news releases issued in three-years development plan. As well as attending to the problems and needs of the public to the community board. Including consultation with village leaders or representatives to resolve the issue and consider the feasibility of the project. The project has contributed to the meeting of the community to contribute to the three-years development plan. And also support and participate in the proposed budget (projects) of the Municipal Board and participated in projects/activities in the municipality. Held for public infrastructure projects such as work-related task of religious education. The selection committee has engaged in a three-year development plan and commented on the progress of the project. Through monitor the implementation of projects/activities that the municipality. Allocation of project/activities and the direct beneficiaries of the project/activity to the public in the community. The publics where participation in projects/activities are held. Most is in medium level. Songkran Festival project, Loy Krathong project. And community leaders took part in the preparation of the Community Development Plan for three years. In order to clarify the needs of the community to the project included in the next three years. Participation and monitoring programs. The municipality has created a community on a regular basis. Problems and barriers: Most publics are not understood about arrangement procedure in the public participation of community planning. Most also understand that it is the duty of the government, and the public sector also has problems with budget constraints. The project contained in a three-year development plan is not implemented fully. Suggestion: Hong Hin District Municipality should approve and encourage the public to develop their communities according to the plan and the community project which really have been made for their community needs.
