Abstract:
The objectives of this research were 1) to study the procedures of the new public management policy of the Subdistrict Administrative Organization in Nakorn Pathom Province 2) to study the problems and obstacles related to the procedures of the new public management policy and 3) to propose development of new models of management.
The target population consisted of Subdistrict Administrative Organization Officers, The Chief Executive and Chief Administrator of the SAO, related general officers and community leaders. Total of 1,272 persons. The sample used in quantitative research is 300 persons of SAO officers. Using the formula of Taro Yamane and set 5 percent of the level of tolerances. Selected samples by multi-stage random sampling method. The instruments used in research setting is questionnaire at a Level of confidence is 0.9703, the statistics used in this research were frequency, percentage, mean, standard deviation, stepwise multiple regression and correlation analysis. The sample used in qualitative research were 7 persons of chief executive of the SAO, 8 persons of chief administrator of the SAO, related general officer and community leaders 7 persons, selected samples using the snowball technique. With in-depth interviews and focus group discussion.
The results of the study are as follows:
1. The overall mean for the new management policy was high. The results showed that participatory governance had the highest mean and that compliance with new public management policy had an average mean.
2. The problems and weaknesses of the new public management procedure can be summarized as follows. The problems did not arise from the unmatched indicators which did not work well within the context and potential of the Subdistrict Administrative Organization nor did they meet the needs of the citizens. The Subdistrict Administrative Organization Officers also lack expertise and would require continuous learning of new skills to enhance professional development.
3. To propose the new management models (1) The Subdistrict Administrative Organization have to improve their officers to be learners, to assign working indications accorded to their potential, to issue flexible laws or regulations to develop working system, to accept the importance of working network and to select the suitable management tools or concepts for their working Subdistrict Administrative Organization improved the qualities. (2) People and the local network, Subdistrict Administrative Organization must accepted the importance and demand of people, and also give a chance to people and the local network to participate improving qualities of life of people to self-reliant.
