Abstract:
The objective of this research was to develop the good governance indicators of the Basic Educational Institution administrators. The sample was 1,656 Basic Educational Institution administrators all over Thailand selected by using multistage random sampling method. The instruments used for data collection were a 5 level Likert rating scale questionnaire with a reliability level of 0.9699 and a focus group discussion with 10 people each time it was conducted. The statistics used for data analysis were percentage, mean, standard deviation, correlation coefficient, and Confirmatory Factor Analysis using the Linear Structural Relationship technique (LISREL 8.8 version).
The research findings were as follows:
1. The 100 good governance indicators of the Basic Educational Institution administrators covered 8 major components.
2. Test of the quality of the structural equation modeling of the good governance indicators of the Basic Educational Institution administrators showed that it was correlated with the empirical data at the statistically significant level of .01.
3. The major components had covariance with good governance indicators of the Basic Educational Institution administrators. Major component, ranking from the components with the highest to the lowest percentage, were accountability, knowledge management, cost effectiveness, transparency, ethics, rule of law, participation and information technology. The percentage of the covariance of each major component as mentioned with good governance indicators of the Basic Educational Institution administrators were 98, 92, 83, 87, 84, 68, 78 and 62 respectively.
4. When testing the good governance indicators of the Basic Educational Institution administrators using the data from the questionnaire and the focus group discussion, the result indicated that the 8 major components were consistent with the actual operations in the educational institutions.
