Abstract:
การวิจัยนี้มีวัตถุประสงค์ (1) เพื่อศึกษาการประกันคุณภาพการศึกษาของสถานศึกษาขั้นพื้นฐานตามทัศนะของครูและผู้บริหาร สังกัดสำนักงานเขตพื้นที่การศึกษายะลา (2) เพื่อเปรียบเทียบการประกันคุณภาพการศึกษาของสถานศึกษาขั้นพื้นฐานในจังหวัดยะลา ตามทัศนะของบุคลากรที่มีตำแหน่งต่างกันและขนาดสถานศึกษาต่างกันและ (3) เพื่อรวบรวมข้อเสนอแนะเกี่ยวกับการประกันคุณภาพการศึกษาของสถานศึกษาขั้นพื้นฐานตามทัศนะของครูและผู้บริหาร สังกัดสำนักงานเขตพื้นที่การศึกษายะลา กลุ่มตัวอย่างในการวิจัย ได้แก่ ผู้บริหารและครูใน สังกัดสำนักงานเขตพื้นที่การศึกษายะลา ปีการศึกษา 2553 จำนวน 358 คนเครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ จำนวน 76 ข้อ การวิเคราะห์ข้อมูล ใช้ค่าสถิติ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) การทดสอบค่าเอฟ (F-test) ด้วยวิธีวิเคราะห์ความแปรปรวนทางเดียวและทดสอบความแตกต่างรายคู่ ด้วยวิธีการของเชฟเฟ่ต์
ผลการวิจัยพบว่า
1. ระดับการประกันคุณภาพการศึกษาของสถานศึกษาขั้นพื้นฐานตามทัศนะของครูและผู้บริหารสังกัดสำนักงานเขตพื้นที่การศึกษาจังหวัดยะลา พบว่าภาพรวมอยู่ในระดับมากและเมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้าน
2. ผลการเปรียบเทียบระดับการประกันคุณภาพการศึกษาของสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาจังหวัดยะลาตามทัศนะของบุคลากรที่มีตำแหน่งและปฏิบัติงานในสถานศึกษาที่มีขนาดต่างกัน พบว่าในภาพรวมและรายด้านไม่แตกต่างกัน
3. ข้อเสนอแนะเกี่ยวกับการประกันคุณภาพการศึกษาของสถานศึกษาขั้นพื้นฐานตามทัศนะของครูและผู้บริหารสังกัดสำนักงานเขตพื้นที่การศึกษาจังหวัดยะลา ซึ่งสรุปได้ 3 ด้าน คือ มาตรฐานด้านผู้เรียน พบว่าความคิดเห็นที่ควรจะปฏิบัติดังนี้ 1. ควรส่งเสริมให้ผู้เรียนมีความอดทน ซื่อสัตย์ สุจริต และมีความเมตตากรุณาต่อผู้อื่น 2. ควรพัฒนาผู้เรียนให้ใช้ภาษาไทยได้ถูกต้องชัดเจน 3. ควรพัฒนาผู้เรียนให้มีความสามารถในการแก้ปัญหาได้ มาตรฐานด้านครูพบว่าความคิดเห็นที่ควรจะปฏิบัติดังนี้ 1. ควรมีการวางแผนการเรียนการสอนให้สอดคล้องกับหลักสูตร ความต้องการของนักเรียนและท้องถิ่น 2. ควรให้ครูได้จัดทำแผนกระบวนการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ 3. ควรให้ครูนำผลการประเมินไปพัฒนาผู้เรียนให้มีคุณภาพ มาตรฐานด้านผู้บริหาร พบว่าความคิดเห็นที่ควรจะปฏิบัติดังนี้ 1. ควรให้ผู้บริหารมีวิสัยทัศน์ที่กว้างไกลในการพัฒนาการศึกษา 2. ควรจัดทำแผนปฏิบัติการประจำปีให้สอดคล้องกับสภาพของสถานศึกษา มีเป้าหมายชัดเจนเน้นคุณภาพนักเรียนเป็นสำคัญ 3. ควรจัดโครงสร้างการบริหารงานให้ชัดเจน
The purposes of this research were 1) to study educational quality assurance of basic education institutions according to the viewpoints of teachers and administrators under Yala Educational Service Area Office, 2) to compare the educational quality assurance of basic education institutions in Yala province according to the viewpoints of educational personnel with different positions and working in schools with different sizes, and 3) to compile suggestions about educational quality assurance of basic education institutions according to the viewpoints of teachers and administrators under Yala Educational Service Area Office. The sample group in this study consisted of 358 administrators and teachers under Yala Educational Service Area Office in academic year 2010. The instrument used in data collection was five-sectioned rating scale questionnaire with 76 questions. Statistics applied in data analysis included percentage, mean, standard deviation, t-test, F-test by one-way analysis of variance, and Scheffes method of pairwise comparisons.
The research findings were as the followings.
1. Performance state of educational quality assurance following basic education management policies of primary schools according to the viewpoints of teachers and administrators in Yala basic education institutions was at a high level, either in overall or in separately considered aspects.
2. In comparisons of educational quality assurance states following basic education management policies of primary schools according to the viewpoints of teachers and administrators in Yala basic education institutions, the perceptions of personnel with different positions were not different in either overall view or each separate aspect. and the perceptions of personnel working in schools with different sizes did not differ in either overall view or each separate aspect.
3. Suggestions about educational quality assurance following basic education management policies of primary schools according to the viewpoints of teachers and administrators in Yala basic education institutions were summarized into 3 aspects. Firstly, learners standards, according to the opinions of administrators and teachers working in schools with different sizes it was suggested that the schools perform as the followings: 1) encouragement of learners endurance, honesty, and generosity to others, 2) development of learners skill in using the Thai language correctly and clearly, and 3) development of learners problem solving ability. Secondly, teachers standards, the administrators and teachers working in schools with different sizes suggested that the followings be done by the schools: 1) Setting up educational plans consistent with the curriculums and the needs of learners and localities, 2) Arrangement of learner-oriented education processing plans by the teachers, and 3) learners quality improvement by the teachers as having seen the previous evaluation results. Lastly, administrators standards, according to the opinions of administrators and teachers working in schools with different sizes it was suggested that the followings be performed: 1) Development of administrators broader visions on education development, 2) Arrangement of annual action plans consistent with schools environments, having clear targets and learner orientation, and 3) Establishment of a clear administration structure.
