Abstract:
Injury prevention is a main concem of child health in Japan today,
because we have succeeded in reducing deaths caused by infectious
diseases. Injuries, like traffic injuries, drowning and falls, account
for approximately 30% of mortality of children under the age of 15
years. About one third of injury mortality of under 15 years old are
caused by traffic injuries.1
Traffic accident casualties increased in 1960's as Japanese economy
grew very rapidly and the number of motor vehicles increased. The
number of deaths reached its peak, 16,765 in 1970, and then it
began to decrease probably due to the countermeasures taken by
Japanese government based on the Traffic Safety Policies Law
enacted in 1970.2
The decline of traffic mortality in preschool children, aged from 2 to
6 years, was steeper than other age groups. We could see three
peaks in age specific mortality rate in 1970, pre-school children,
adolescents and elderly people, but today, the peak of preschoolers
has disappeared. Although the mortality has decreased in every
age group, there are still sharp peaks in adolescents and elderly
people.
Roughly 80% of this decline in preschoolers is attributable to the
reduction in pedestrian mortality. The countermeasures taken in
recent three decades might be effective in protecting pedestrians.
However, there is a big discrepancy between children and elderly
people in the reduction of pedestrian mortality. The protecting
measures that are effective for children may not be effective for
elderly or there may exist other contributing factors like parents'
awareness, safety education at school, or change in living conditions
of children.
