Abstract: The rapid shift to free market economy has produced telling effects in countries with formerly centralized economies, such as China and Vietnam. In China, this rapid shift to free market economy has brought about a deterioration of rural health systems as seen in the diminishing cooperative commune health service scheme which has long served to ensure that people in the rural areas get access to basic health services. The same observation is also seen in Vietnam. In Vietnam, however, efforts were made to counter the adverse effects of this rapid shift to free market economy. One such effort is the introduction of the essential drug revolving fund which ensured the availability of essential drugs through the establishment of a community fund set-up for this purpose.
