Abstract:
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาบริบทชุมชนและสาเหตุความยากจน ตำบลบางหมากอำเภอเมือง จังหวัดชุมพร และเพื่อจัดทำแผนพัฒนาแก้ไขปัญหาความยากจนของชุมชน ตำบลบางหมากอำเภอเมือง จังหวัดชุมพร กลุ่มตัวอย่างเป็นกลุ่มที่ลงทะเบียนคนจน และผู้ที่มีรายได้ต่ำกว่าเกณฑ์ความจำเป็นพื้นฐาน (จปฐ.) เครื่องมือที่ใช้ในการวิจัย เอกสาร การสัมภาษณ์ การสนทนากลุ่ม การจัดเวทีและการบันทึกข้อมูลรายครัวเรือนของกลุ่มตัวอย่าง ซึ่งสรุปผลการวิจัยได้ ดังนี้
ผลการวิจัย พบว่า บริบทชุมชนตำบลบางหมาก เป็นพื้นลาดลุ่ม ดั่งเดิมตำบลบางหมากผู้คนที่เข้ามาอาศัยเป็นคนต่างท้องถิ่น มาจากหลาย ๆ ที่มารวมตัว ส่วนใหญ่จะประกอบอาชีพรับจ้างและบางส่วนทำการเกษตรด้านผลไม้ มังคุด ทุเรียน สาเหตุที่ยากจนเพราะพื้นที่ส่วนใหญ่ไม่มีเอกสารสิทธิ์ดังนั้นจึงไม่ค่อยมีที่ดินทำกินมากนัก พ่อ - แม่มีบุตรมาก รายได้ไม่เพียงพอต่อค่าใช้จ่าย จึงไม่สามารถส่งเสียบุตรให้ได้เรียนได้ คนจนส่วนใหญ่ไปกู้หนี้ยืมสิน เช่นเงินกองทุนหมู่บ้าน เพื่อหวังที่จะนำไปลงทุนกิจการเพื่อเพิ่มรายได้ให้แก่ครอบครัว แต่มักจะไม่ประสบความสำเร็จเพราะขาดความรู้และประสบการณ์ ทำในสิ่งที่ไม่เคยทำ ขาดความเอาใจใส่ที่เพียงพอ หรือบางส่วนที่มีหนี้สินค้างกับกองทุนหมู่บ้าน ก็หันกลับมาพึ่งเงินกู้นอกระบบแทน ซึ่งทำให้ปัญหาไม่สิ้นสุดเป็นวัฎจักรอยู่อย่างนี้ตลอด สุดท้ายรอแต่ทางภาครัฐเข้ามาช่วยเหลือ เพราะคิดว่าสิ่งที่รัฐนำเข้ามาให้เป็นสิ่งที่ดีที่สุดจึงรอความหวังจากโครงการต่าง ๆ แต่ความเป็นจริงแล้วโครงการต่าง ๆ ก็ไม่สามารถแก้ไขปัญหาความยากจนได้ ถ้าคนในตำบลไม่คิดจะช่วยกันแก้ไขปัญหาของตนเองรอแต่คนอื่นมาช่วย การเข้าร่วมกระบวนการวิจัยครั้งนี้ทำให้คนจนได้แสดงความคิดเห็น กล้ายอมรับตัวเองว่าหากจะแก้ไขปัญหาความยากจนนั้นจะต้องแก้ที่ตัวของตนเองก่อน โดยการจัดแผนปฏิบัติการแก้ไขปัญหาความยากจนของประชาชน ดังนี้ การศึกษาดูงานเกี่ยวกับการพัฒนาคุณภาพชีวิตของชุมชนอื่น เพื่อเป็นแนวทาง ในการแก้ไขปัญหาความยากจน จัดประชุมเพื่อความเข้าใจเกี่ยวกับการทำบัญชีครัวเรือนและการอยู่แบบพอเพียง จัดฝึกอบรมอาชีพความรู้เฉพาะด้านแก่ประชาชน และจัดโครงการเลิกเหล้าแก้จน ซึ่งอย่างน้อยก็ทำให้เขารู้ถึงศักยภาพของตนเองได้
Abstract:
The purposes of this research were : (1) to study the community circumstances and the causes of the community poverty in Bang Mak Sub-District, Mueng District, Chumphon province; and (2) to set up the development plan to resolve the community poverty. The sample population consisted of the community people registering as the poor. Their incomes were lower than the rubric of minimum basic need. The instruments used in the research were composed of documents, interview, group discussion, community public hearing stage, and data notes of each individual family. The research results were concluded as follows.
The results on the community circumstances indicated that the location of Bang Mak sub-district was the plain in the low land. The locals transferred from different places. They worked as the labors. and some of them worked in agriculture of mangosteen and durian orchards. The causes of being poor were that most of the lands were not legally registered. As a result, there are not enough pieces of land to work to earn enough money for the family. There were many children in the family. Their incomes were not enough for the family expenses, resulting in inability to support their youngsters education. Most of them were in debt of the community fund because they wanted to run the small business, but they failed to accomplish the activities because of their lack of experiences, knowledge, and business awareness. Whenever they failed to pay back the community fund, they borrowed from the private sectors, which caused them to fell into the vicious circle. Their last chance was to wait for the government to support them because they thought that the project fund was the best thing the government support them. As a matter of fact, the project could not help them resolve their poverty. The locals in the community should help themselves without waiting for the support from outsiders. The participants involving in the research had the opportunity for the poor to express their opinions about, and they admitted that they should initially improve themselves by setting up action plan to resolve the community poverty. The action plan should consist of the followings:
1. having field trip to see the quality of life development setup by other community for the means to resolve their own community poverty.
2. having a meeting in order to have them understand how to do the family bookkeeping and sufficiency economy way of life.
3. training the specific knowledge to the people.
4. setting up the intoxicant ban project for resolving community. which would help them aware of their pontentaility.
