Abstract:
The purposes of this research were as follows: (1) to study the need assessment in developing the leadership potentiality of the municipality administrators in Surat Thani region; (2) to construct leadership potentiality model of the municipality administrators in Surat Thani region; and ( 3) to evaluate and verify the developed leadership potentiality model of the municipality administrators in Surat Thani region. The research and development stages and their results were as follows:
The first stage was the stage of studying the need assessment in developing the leadership potentiality of the municipality administrators in Surat Thani region. The questionnaire was employed to 68 municipality administrators. The result revealed that most of the administrators were male with age ranging from 41 to 50. Their educational background was bachelors degree. They held the first term of the administrator position. The aspects they wanted to develop most were leadership, leadership application, and good governance. In addition, the aspects they wanted to develop at the high level were teamwork, PDCA administration model, decentralization and locality administration, and communication for municipality administrators, respectively.
The second stage was the stage of constructing the leadership potentiality development model. The data collected in the first stage was used to specify the rationales and outlines to develop the training curriculum. The specified curriculum consisted of 5 topics: (1) decentralization and locality administration, (2) leadership and leadership application,(3) good governance, (4) PDCA administration model, and (5) teamwork. The 8 subject matter specialists evaluated the curriculum to check the completeness and the suitability. The mean score of appropriateness and correlation were in the high and highest level.
The final stage was the stage of evaluating the model by experimenting to 36 municipality administrators by means of workshop. It was found that the mean score on knowledge and attitude toward the leadership potentiality of municipality administrators after the experiment was higher than the mean score before the experiment at the significantly different level of 0.05.
