Abstract: ผลการศึกษา - การวิจัยครั้งนี้มีจุดประสงค์เพื่อศึกษาสภาพการดำเนินการการประกันคุณภาพภายในของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาศรีสะเกษ เขต 3 และเปรียบเทียบสภาพการดำเนินการการประกันคุณภาพภายในของสถานศึกษา จำแนกตามผลการทดสอบระดับชาติ (National Test) คะแนน NT สูง และ NT ต่ำ กลุ่มตัวอย่างที่ใช้วิจัยครั้งนี้ คือ ผู้บริหาร หัวหน้างานประกันคุณภาพภายในของสถานศึกษา และครู รวม 578 คน ได้มาจากวิธีสุ่มแบบแบ่งชั้นภูมิ และการสุ่มอย่างง่าย เครื่องมือที่ใช้เป็นแบบสอบถามประเภทปลายปิด สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ไคสแควส์ และการทดสอบความมีนัยสำคัญทางสถิติ ผลการวิจัยพบว่า 1. การวางแผนการปฏิบัติงาน การดำเนินการที่มีค่าความถี่สูง คือ การวางแผนการปฏิบัติงาน “เป้าหมายหรือมาตรฐานการศึกษา” และการดำเนินการที่มีค่าความถี่ต่ำสุด คือ ชุมชนเข้ามามีส่วนร่วมในการจัดการศึกษาโดยวิธี “นำเสนอผ่านสื่อวิทยุ โทรทัศน์” 2. การดำเนินการตามแผน การดำเนินการที่มีค่าความถี่สูง คือ การจัดกิจกรรมการเรียนการสอนให้มีประสิทธิภาพ “ วิเคราะห์หลักสูตรและจัดทำแผนการเรียนรู้” และการดำเนินการที่มีค่าความถี่ต่ำสุด คือ ในระหว่างการปฏิบัติงานเมื่อเกิดปัญหาและอุปสรรคผู้รับผิดชอบ “ผู้รับผิดชอบดำเนินการแก้ไขเอง” 3. การตรวจสอบประเมินผล การดำเนินการที่มีค่าความถี่สูง คือ โรงเรียนดำเนินการวัดและประเมินผลการจัดกิจกรรมการเรียนการสอน “ก่อนเรียน ระหว่างเรียน หลังเรียน” และการดำเนินการที่มีค่าความถี่ต่ำสุด คือ โรงเรียนดำเนินการวัดและประเมินผลการจัดกิจกรรมการเรียนการสอน “ตามคำสั่งของผู้บริหาร” 4. การนำผลการประเมินมาปรับปรุง การดำเนินการที่มีค่าความถี่สูง คือ ขั้นตอนการนำผลการประเมินมาปรับปรุงแก้ไข “แจ้งที่ประชุมทราบเพื่อหาทางแก้ไขร่วมกัน” และการดำเนิน การที่มีค่าความถี่ต่ำสุด คือ แนวทางการพัฒนาและปรับปรุงตนเอง ดำเนินการ “เมื่อผู้บริหาร สั่งการ” การดำเนินการการประกันคุณภาพภายในของสถานศึกษา สถานศึกษาที่มีผลการทดสอบระดับชาติ (National Test) คะแนน NT สูง และ NT ต่ำ ด้านการวางแผนการปฏิบัติงาน “การวางแผนการจัดกิจกรรมการเรียนการสอน มีความเชื่อมโยงและสัมพันธ์กับแผนพัฒนาคุณภาพการศึกษาประจำปีการศึกษา” และ “การวางแผนเตรียมความพร้อมเพื่อรับการประเมินภายนอก ศึกษาดูงานจากโรงเรียนต้นแบบหรือโรงเรียนที่ผ่านการประเมิน” มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ด้านการวางแผนการปฏิบัติงาน “ชุมชนเข้ามามีบทบาทและมีส่วนร่วมเป็นคณะกรรมการดำเนินงาน” “การจัดกิจกรรมการเรียนการสอนให้มีประสิทธิภาพ จัดทำแบบเรียนสำเร็จรูป” “ปัจจัยช่วยให้การปฏิบัติงาน มีประสิทธิภาพ และสัมฤทธิ์ผล ความชัดเจนของกระบวนการ” และ “ในระหว่างปฏิบัติงานมีการประสานงานหรือเชื่อมโยงกัน บันทึกเสนอเป็นลายลักษณ์อักษร” มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ด้านการตรวจสอบประเมินผล “โรงเรียนมีวัตถุประสงค์ในการตรวจสอบและประเมินผลเพื่อดูความก้าวหน้ากระบวนการพัฒนา” “การวางกรอบการประเมินผลการปฏิบัติงาน ศึกษารายละเอียดวัตถุประสงค์และเป้าหมาย” “การติดตามตรวจสอบ การใช้จ่ายงบประมาณ แต่งตั้งคณะกรรมการ” และ “ชุมชนเข้ามามีส่วนร่วมในการตรวจสอบและประเมินผล ร่วมเป็นคณะกรรมการในการตรวจสอบมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และด้านการนำผลการประเมินมาปรับปรุง “การปรับปรุงงานเป็นประโยชน์ต่อการจัดการศึกษา เป็นข้อกำหนดความถูกผิด” และ “แนวทางการพัฒนาและปรับปรุงตนเอง โรงเรียนดำเนินการเมื่อผู้บริหารสั่งการมีความแตกต่างกันอย่างมีนัย สำคัญทางสถิติที่ระดับ 0.05 The result : - The purposes of this research were to study the state of internal quality assurance of schools under the office of Sisaket educational service area 3 and to compare the state of internal quality operation of the schools classified with the (National Test) high NT score and low NT score. Samples used this study are administrators, chiefs of internal quality assurance of the schools and teachers consisted of 578 persons obtained from Stratified Random Sampling and Simple Random Sampling. Instrument used in this study is the Closed Form question. Statistics used in the data analysis are frequency, percentage, chi-square and testing significance on the statistics. Research results have been found that: (1) Planning the work performance, operation having the high frequency that is planning the work performance “aims or educational standard” and operation having the least frequency-value that is community entering to have participation of managing the education by the method of “presenting by the media of radio and television”. (2) Operation along with the plan, operation having the high frequency-value that is managing the learning activity to have efficiency “analyzing the curriculum and making the learning plan” and operation having the least frequency-value that is during the work performance when have got into trouble and had obstacles “responsible man managing to resolve by himself”. (3) Examining and evaluation, operation having the high frequency-value that is school managing to measure and evaluate the learning activity “before learning, during learning and after learning” and operation having the least frequency-value that is school managing measurement and evaluate the learning activity “along with the administrators’ order”. (4) Bringing the results of evaluation to rectify, operation having the high frequency-value that is the stage of bringing the results of evaluation to rectify “informing the conference to see the way of solving problems together” and operation having the least frequency-value that is the way of development and adjust oneself, operating “when administrators have ordered.” (5) Operation of internal quality assurance of schools, schools having the results of National Test, score of high National Test and low National Test. On the work performance plan “planning the learning management having connection and relationship with the plan of developing educational quality of yearly the education” and “planning the ready preparation for getting the external assessment, field trips from the original school or schools passing the assessment” having significantly difference on the statistics at the 0.05 level. On the work performance planning “community entering to have role and participating as the committee of procedure” “learning activity arrangement to be effective by writing the readymade textbooks”, “factors helping the work performance to be effective and achieve, certainty of procedure” and “during the work performance having coordination or making contact with each other, noting and presenting as writing”, having significantly difference on the statistics at the 0.05 level. On the checking and evaluating, “schools having the purposes in checking and evaluating to see the progress of development procedure”, “laying down a rule of evaluation of the work performance by studying the details, purposes and aims”, “paying attention to and looking into the usage of budget and appointing the committee” and “community entering to participate in checking and evaluation, being committee together in examining significantly different on the statistics at the 0.05 level and bringing the results of evaluation to adjust “ “improving the works to be useful to educational management, it is the regulation for being right and wrong” and “being the way in developing and adjusting themselves, schools have managed when administrators have ordered significantly different on the statistics at the 0.05 level.
