Abstract:
This evaluatio tesearch aimed to : (a) synthesize the process of model development and the outcomes of successful local - thelath insurance funds; and ( b ) conclude the recommendation, lessons learned, issues, and the methods to develop local - health insurance funds. The settings were two health insurance funds under the local administration, Phetchaburi Province. The selection process conformed to the regulations of the national - health insurance fund.
In this study, there were 42 informants including the personnel officers working for the local government organizatioh, the health care providers, the health care volunteers, the community leaders, and people gaining benefit from the health insurance fund. They were in - depth interviewed
Results
The process of helath insurance model development in local level, Phetchaburi Province was discovered.
1. Both of the health insurance funds were established because of the national-health insurance fund policy.
2. The process of health insurance fund establishment were ( a ) that the community vote was first conducted among the residents in the community to reach the nutual understanding related to the health insurance fund, and ( b ) that to develop the officers' competency in local working team ; they were trained and educated.
3. The administrative process of health insurance fund were as follows.
(a) The executive committee was appointed. The regulations were written. Then, the meetings among the executive committee members wrer held. And the meeting reports were recorded and distributed to all members. Yet, no description of any meeting reports was lept to be the governmental evidence. The job description of the executive committee members were upon the determination of the national - health insurance fund committee.
(b) Furthermore, the budget resources were the followings : (i) in part of health pormotion and disease
prevention, the national-helath insurance fund supported 37.50 Baht perinsicisuL ; (ii) the second resource was the local administration; and (iii) the community also supported budget. The budget administration depended upon the fund's regulation. The spending reports were also recorded.
(c) Regarding the public relation, several routes were used including the radio broadcast in community, the pamphlet, the flyer, the local magazine, the announcement during neeting, and the word of mouth.
4. The process of activity implementation of the two health insurance funds under the local administration, Petchaburi Province was the followings:
(a ) The activity plan included the community health assessment. The activity aimed to collect health problems from hospital data base, primary care unit (PCU), empirical data - based investigation from health volunteers in community, and the community vote. Then , the project would be implemented.
(b) The cativity implementation - most of the activities under the two local administrations were not directly implemented by their officers. These activities wrer asigned and implemented by the project grantees such as the grantees from community , and PCU. These grantees absolutely undertook the activities of each project.
