Abstract:
กThe purpose of this research was to study the state and problems in personnel development in 20th School Network Group of Amnatcharoen Education Service Area Office. Samples of this study consists 19 administrators and 112 teachers. The method used for correcting data was questionnaires developed by the researcher. Data were analyzed in term of frequency distribution, percentages, means and standard deviation.

Diagnosing Development Needs, needs are determined by personnel needs bringing notes or personnel assessment reports (the result of work reports) to diagnosed the data of personnel development needs under the responsibility of the schools administrators or assistants. The objective was to develop the personnel operation in accordance with their duty by efficiently.
The cause of diagnosing personnel development needs was lacking in efficiently duty.

Design of Development Plans, personnel of development planning were arranged into yearly operational plan by fixing the schools target and expecting to develop in whole of the school under responsibility of the schools administrators or assistants. The objective was to develop skill, knowledge and ability of the personnel. The most important factor which must be considered was what the task of the school.
กกกกกกก3. Implementing Development Programs, the implementation development activities were arranged into group by group, and using how to hold the meeting for explaining and creating understanding to all person concerned under responsibility of the schools administrators or assistants. How to operate the activity individually was to send the personnel to attend the lecture, meeting, training and seminar, and each group was used training on the matter of arrangement of learning and teaching activities. The personnel were sent to attend the training or seminar more than 5 items, and the teachers/instructors who had the teaching duty were promoted to join the activities.

Evaluating the Staff Development programs, the evaluation had been made after finishing the operational plan by expecting in efficiency, and using how to assign the jobs being operated under the responsibility of the schools administrators or assistants, using conclusion of the result which was presented further into the meeting, and bringing the results to improve the operational plan and personnel development project later.
กกกกกกกThe problems of 4 items in personnel development state were as follow : Diagnosing Development Needs and implementing Development Programs, the problem were found at the low level. Design of Development Plans and evaluating the Staff Development programs, the problem were found at the intermediate level.
กกกกกกกThe results of the study reflect 4 steps in personnel development state were very necessary to plan, implement and evaluate the personnel development. The problems in personnel development should bring the results to improve the personnel development project later.
