Abstract:
This research aimed to study methods of staff development for learning
organizations and significant factors in developing effective methods. The sample
used in the research consisted of 6 well-known organizations having the following
characteristics of learning organizations providing the staff with support for
continuing self-development, having the same vision and objective as the whole
organization, working as a team, providing opportunities for knowledge exchange
both within and outside of the organization, promoting creative thinking, offering
staff the possibility of independent thinking and decision making. The instrument
used for the research was an interview form designed by the researcher. Data analysis
used in this research was content analysis. The statistical method used was frequency
distribution.
This research found the methods the organizations used to develop staff as
members of a learning organization were off-the-job training, on-the-job training
(work instruction, job observation, job assignment, job shuffling, knowledge and
experience interchang, camping, the talented administration project), self learning
(self-learning through electronic media, library) provision of funds to continue study
and knowledge and competence testing of each learner. The methods which interested
staff most were self-learning, provision of funds for continued study and staff learning
outcome evaluations. The most important factor in achieving the development of each
method was leadership.
