Abstract: Thai diamonds are driving economic growth in our country. The proportions are not less than 17.70 % of Thailand’s gems and jewelry monthly export earnings. Since Thailand is deficient in diamonds, all raw materials must be imported from foreign countries. Most loose diamonds are imported for manufacturing diamond jewelry for domestic and export consumption. The main reason is that Thailand lacks information and connections in the industry since the diamond companies are either operated solely by foreigners or with foreigners as co-investors. An estimated 90 % of loose diamonds are exported to other countries. This has the effect of adding higher value to Thai diamond jewelry in export markets. This research is to develop and increase the competitive capacity of the Thai diamond industry. The methodology begins with 1) Study of the supply chain of the diamond industry and analysis of the problems. 2) Proposing a solution using IT functions.3) Designing a structure for a E-marketplace model to response to problems. The results present the structure for an E-marketplace model that is evaluated by IT specialists and experts. This model should be more functional and more affordable for consumers and more attractive for investors here. For Thailand is going to be the hub of gems and jewelry of the world.

Abstract: เพชร เป็นสินค้าส่งออกสำคัญของประเทศไทย สัดส่วนรวมกันไม่ต่ำกว่า ร้อยละ 17.70 ของมูลค่า ส่งออกอัญมณีและเครื่องประดับไทยโดยรวม แต่ด้วยเหตุที่ประเทศไทย ยังขาดแคลนวัตถุดิบเพชร ทำให้ต้อง นำเข้าจากต่างประเทศแทบทั้งสิ้น โดยเพชรที่นำเข้ามาส่วนใหญ่มักเป็นเพชรก้อน รวมถึงการนำเพชรที่เจียระไน แล้วมาผลิตเป็นเครื่องประดับเพชรสำหรับบริโภคภายในประเทศและส่งออกไปจำหน่ายต่างประเทศอีกด้วย ซึ่ง สาเหตุหลักเกิดจากประเทศไทยยังขาดการเชื่อมโยงข้อมูลของอุตสาหกรรมเพชร เนื่องจากบริษัทเจียระไนเพชร ส่วนใหญ่เป็นบริษัทต่างชาติหรือบริษัทที่ร่วมทุนกับต่างชาติเกือบทุกบริษัท ทำให้ร้อยละ 90 ของเพชรที่ เจียระไนแล้วส่งออกต่างชาติ ส่งผลกระทบให้การเพิ่มมูลค่าของเครื่องประดับเพชรของไทยไปอยู่ที่ต่างประเทศ การวิจัยนี้จึงจัดทำขึ้นเพื่อพัฒนาและปรับปรุงขีดความสามารถในการแข่งขันของอุตสาหกรรมเพชร สำหรับยกระดับของอุตสาหกรรมปลายน้ำของเครื่องประดับเพชรไทย มีวิธีศึกษาเริ่มจาก 1) เพื่อศึกษาโซ่อุปทาน เพชรและวิเคราะห์ปัญหาที่เกิดขึ้นจริงในอุตสาหกรรม 2) หาแนวทางแก้ไขปัญหาโดยการประยุกต์ใช้เทคโนโลยี สารสนเทศ 3) ออกแบบโครงสร้างระบบตลาดออนไลน์ของกลุ่มผู้ค้าเพชร โดยมีพื้นฐานอยู่บนกระบวนการ ปฏิบัติงานและเป้าหมายที่ได้ศึกษาไว้ ผลการวิจัยแสดงให้เห็นว่าโครงสร้างระบบตลาดออนไลน์สามารถนำไปใช้ได้จริง ด้วยการประเมิน ระบบจากผู้เชี่ยวชาญ เนื่องจากเป็นระบบที่มีความเชื่อมโยงสู่ปัญหาของอุตสาหกรรมเพชรสามารถตอบสนอง ความต้องการของผู้บริโภคและดึงดูดให้ชาวต่างชาติมาซื้อขายอัญมณีและเครื่องประดับในประเทศไทย เพื่อให้ ประเทศไทยเป็นศูนย์กลางการค้าอัญมณีและเครื่องประดับของโลก
