Study of the comfortable urban project operated by Phetchabun municipal government Thailand

Abstract: There were 2 mains objectives of this study. 1) To study the Comfortable Urban Project operated by Phetchabun municipal government, Thailand. 2) To study the results of implementation of the Comfortable Urban Project by survey research of 373 community members. The data were analyzed by using percentage, mean, standard deviation, and T – test for independent sample test, and one – way ANOVA and multiple comparison by Scheffe method. Land use planning control within Phetchabun municipal government area has classified 13 categories. The rural and agriculture zone has the most area, 43.23%, and controls urban extension and preserves the land use for agricultural and environmental conditions. Protection and promotion of art and culture has the least area, 0.20%, located around the ancient canal and old city wall. Population density could be divided into 3 levels, the highest was found at community 13 (Phu Khao Din Pattana), a moderate density was found at community 11 (Talad Pattana), and a low density was found at community 7 (Phet Nikorn Bamrung). The Comfortable Urban Project has been implemented by Phetchabun municipal government as a sample study. In the research conducted, demography factors such as age and occupation were considered. Based on the data gathered it was rated that Phetchabun’s response was of moderate level, with significant difference at 0.05 level. Land use planning control within Phetchabun municipal government areas has a low level response, of which, age has been a factor of research, most respondents had a low participating knowledge of city planning. City planning aims to change the buildings/infrastructure, keep them in order, create comfortable accessibility and create a beautiful surroundings, the percentage of the response was 79.40%. With regards to Phetchabun’s history, a low level of response was given. The demography factors being used in the research were gender, occupation and educational level. Only a few respondents have a knowledge of their municipal government’s history, but 75.90% of them knew their municipal’s symbol. Recommendations; create a study and activities for city planning improve the strategy of urban development under the framework of the Comfortable Urban Project, and promote knowledge and understanding of the history of Phetchabun.

Abstract: การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาโครงการเมืองอยู่สบายของเทศบาลเมืองเพชรบูรณ์ 2) เพื่อศึกษาผลการ ดำเนินงานตามโครงการเมืองอยู่สบายของเทศบาลเมืองเพชรบูรณ์ ด้วยวิธีการวิจัยเชิงสำรวจในกลุ่มตัวอย่างที่เป็นผู้อาศัย อยู่ภายในชุมชนทั้ง 17 ชุมชนในเขตเทศบาลเมืองเพชรบูรณ์จำนวน 373 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม วิเคราะห์ข้อมูลด้วยการหาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ค่าที การวิเคราะห์ความแปรปรวนทาง เดียว และหาค่าความแตกต่างรายคู่ด้วยวิธีเชฟเฟ ผลการศึกษาพบว่า ภายในเขตเทศบาลเมืองเพชรบูรณ์ จำแนกรูปแบบการใช้พื้นที่โดยผังเมืองรวมเพชรบูรณ์ 13 ประเภท โดยการใช้ที่ดินประเภทชนบทและเกษตรกรรมมีจำนวนพื้นที่มากที่สุด (ร้อยละ 43.23) เพื่อควบคุมการขยายตัว ของเมือง, อนุรักษ์พื้นที่เกษตรกรรม และเป็นการรักษาคุณภาพสิ่งแวดล้อม ขณะที่การใช้ที่ดินเพื่อส่งเสริมศิลปวัฒนธรรม ไทยมีจำนวนพื้นที่น้อยที่สุด (ร้อยละ 0.20) พบในบริเวณแนวสันคูเมืองโบราณและแนวกำแพงเมืองเก่า การกำหนดเขต ชุมชนตามองค์ประกอบการใช้ที่ดินและความหนาแน่นของประชากรตามผังเมืองรวมเพชรบูรณ์ฉบับปรับปรุงครั้งที่ 2 แบ่ง เขตความหนาแน่น 3 ระดับ พบว่า ความหนาแน่นมากพบในชุมชน 13 (ภูเขาดินพัฒนา) ความหนาแน่นปานกลางพบใน ชุมชน 11 (ตลาดพัฒนา) และความหนาแน่นน้อยพบในชุมชน 7 (เพชรนิกรบำรุง) ผลการดำเนินงานตามโครงการเมืองอยู่สบายของเทศบาลเมืองเพชรบูรณ์เปรียบเทียบกับปัจจัยส่วนบุคคล จากการแยกวิเคราะห์ผล 3 ด้าน ดังนี้ (1) การพัฒนาเมืองภายใต้กรอบโครงการเมืองอยู่สบาย กลุ่มตัวอย่างมีความเห็นต่อ การพัฒนาเมืองด้วยแผนยุทธศาสตร์ทั้ง 3 ด้านอยู่ในระดับปานกลาง พบปัจจัยส่วนบุคคล ได้แก่ อายุ และอาชีพ มีความ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (2) การกำหนดรูปแบบการใช้พื้นที่โดยผังเมืองรวมเพชรบูรณ์ กลุ่ม ตัวอย่างมีความเห็นต่อการกำหนดรูปแบบการใช้พื้นที่โดยผังเมืองรวมเพชรบูรณ์อยู่ในระดับน้อย โดยไม่มีส่วนร่วม/รับรู้ การวางผังเมืองรวมเพชรบูรณ์ (ร้อยละ 85.80) ขณะที่ผลจากการวางผังเมืองทำให้เกิดการเปลี่ยนแปลงการใช้พื้นที่โดยทำให้ อาคาร/สิ่งก่อสร้าง และการใช้พื้นที่ภายในชุมชนเป็นระเบียบ มีความสะดวก และสวยงาม (ร้อยละ 79.40) และพบปัจจัย อายุมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และ (3) ประวัติศาสตร์เมืองเพชรบูรณ์ กลุ่มตัวอย่างมีความรู้ ประวัติศาสตร์เมืองเพชรบูรณ์อยู่ในระดับน้อย โดยมีความรู้เกี่ยวกับเอกลักษณ์ของเพชรบูรณ์คือสิ่งใด (ร้อยละ 76.90) ขณะที่ไม่มีความรู้เกี่ยวกับความเป็นมาของเพชรบูรณ์มีมาตั้งแต่สมัยใด (ร้อยละ 68.90) และพบปัจจัยส่วนบุคคล ได้แก่ เพศ อาชีพ และระดับการศึกษา มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ข้อเสนอแนะจากการวิจัย ควรมีการศึกษาและหาแนวทางต่าง ๆ ให้แก่ประชาชนเพื่อดำเนินกิจกรรมทางผังเมือง รวมเพชรบูรณ์ให้มากขึ้น ควรเพิ่มประสิทธิภาพและปรับปรุงแผนยุทธศาสตร์การพัฒนาเมืองภายใต้กรอบโครงการเมืองอยู่ สบายให้รัดกุมและสอดคล้องกับสถานการณ์ที่จะเกิดขึ้นในอนาคต และการส่งเสริมความรู้ความเข้าใจประวัติศาสตร์เมือง เพชรบูรณ์ให้เป็นที่รู้จักและมีความถูกต้องแก่ประชาชนอย่างสม่ำเสมอ
