Abstract:
This survey research was aimed to study level and factors correlated to
legal compliance involving health spa businesses. The subjects were 54 spa managers,
254 spa therapists and 4 authorized representatives inspecting the standard of spa
enterprises. Data was collected through interviews and analysed by using percentages,
standard deviation and Spearman rank correlation coefficient to test the hypotheses.
The results of the research indicated that 94.4% of the spa managers were
competent in the health spa business, and 50% had high level of news and information
access. The correlation between knowledge in managing a health spa business and
legal compliance was statistically significant (p-value = 0.004) and the correlation
between news and information access and legal compliance was statistically
significant (p-value = 0.007). Health spa therapists had high levels of knowledge of
health spa business (83.9%), a moderate level of news and information access
(35.0%), a moderate level of servicing skill (55.9%) and a high level of attitude on
servicing (58.7%). The correlation between knowledge in servicing and safety and
legal compliance was statistically significant (p-value < 0.001), the correlation
between servicing skill and legal compliance was statistically significant (p-value =
0.001), and the correlation between news and information access and legal
compliance was statistically significant (p-value = 0.036). Authorized representatives
from the Ministry of Public Health had high and moderate levels of knowledge of law
involving health spa business (50.0%). There was no correlation between knowledge
of law involving health spa businesses and legal compliance (p-value = 0.368). It was
also found that the number of personnel did not match the increasing workload; that
designated offices received sufficient budget to operate their duties, that equipment
and tools; and that inspection was adequate.
Consequently, the Ministry of Public Health should provide, information
on how to enforce the law relative to health spa businesses. Health officers,
themselves, should study more the fundamental principles of law including legal
interpretation and enforcement. And the health officers authority and duties should
also be clearly and accurately defined by the legal provisions.
