Abstract: เมืองไทยแข็งแรงเป็นนโยบายระดับประเทศที่จะทำให้ประชาชนทุกคนมีสุขภาพสมบูรณ์ แข็งแรง จังหวัดลพบุรีได้ดำเนินการตามนโยบายดังกล่าว ในปี 2547 โดยใช้ชื่อว่าลพบุรีสุขภาพดี สู่ เมืองไทยแข็งแรง จากการดำเนินงานที่ผ่านมายังไม่มีการศึกษากระบวนการบริหารจัดการการดำเนินงาน ลพบุรีสุขภาพดี สู่เมืองไทยแข็งแรง ซึ่งการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีรูปแบบการวิจัยเชิง อรรถาธิบาย มีวัตถุประสงค์เพื่อวิเคราะห์นโยบายการดำเนินงานเมืองไทยแข็งแรงส่วนกลางและระดับ จังหวัดลพบุรี ศึกษากระบวนการบริหารจัดการ ปัญหาและอุปสรรคในการดำเนินงานลพบุรีสุขภาพดี ฯ กลุ่มตัวอย่าง คือ ผู้รับผิดชอบงานลพบุรีสุขภาพดี ฯ ระดับสำนักงานสาธารณสุขจังหวัด สำนักงาน สาธารณสุขอำเภอ และสถานีอนามัย ระยะเวลาการเก็บข้อมูลย้อนหลัง โดยเป็นการศึกษาข้อมูลใน ปีงบประมาณ 2548 ( 1 ตุลาคม 2547 ถึง 30 กันยายน 2548) เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ จำนวน 28 คน และจากการศึกษาเอกสารการดำเนินงานลพบุรีสุขภาพดีฯวิเคราะห์เนื้อหาจากเอกสาร การ สัมภาษณ์ เนื้อหาความสัมพันธ์เชื่อมโยงของข้อมูล ผลการวิจัยพบว่า การดำเนินงานลพบุรีสุขภาพดี ฯ เป็นการดำเนินงานตามนโยบายของ กระทรวงสาธารณสุข ซึ่งมีการจัดทำกลยุทธในการดำเนินงานที่สอดคล้องไปในทิศทางเดียวกับของ กระทรวงสาธารณสุข และการถ่ายทอดนโยบายจากสำนักงานสาธารณสุขจังหวัดสู่สำนักงานสาธารณสุข อำเภอ และสถานีอนามัยใช้การเข้าร่วมประชุมรับฟังคำชี้แจงแนวทางการดำเนินงานร่วมกับการมีหนังสือ สั่งการ และคู่มือแนวทางการดำเนินงานลพบุรีสุขภาพดี ฯ ด้านกระบวนการบริหารพบว่า ทั้ง 3 ระดับ ใช้ รูปแบบของการบริหารงานโดยมีการวางแผนการดำเนินงาน การจัดองค์การ การจัดคนเข้าทำงาน การ อำนวยการและการควบคุมไปในทิศทางเดียวกันทั้ง 3 ระดับ แต่มีรายละเอียดในกิจกรรมย่อยต่างกัน ได้แก่ การควบคุมข้อเสนอแนะการวิจัยควรมีการศึกษาบทบาทของชุมชนที่มีผลต่อการดำเนินงานลพบุรีสุขภาพ ดี ฯ เพื่อให้ชุมชนมีบทบาทในการให้ความร่วมมือในการดำเนินงานลพบุรีสุขภาพดี ฯ

Abstract: Healthy Thailand is a nationwide policy that attempts to lead the whole population to health. Therefore, the policy has been followed by Lopburi Province since 2004, under the name “Healthy Lopburi to Healthy Thailand”. It was found that there is no study on the procedure of previous administrative work of Healthy Lopburi to Healthy Thailand. The current research was conducted as a quality dissertation analysing the policy procedure of Healthy Thailand in central Thailand and provincial Lopburi, including the administration work and problems that have arisen. The sample team working on Healthy Lopburi are the persons responsible from the Department of Provincial Public Health, Department of District Public Health and a health center. The retrospective data has been studied from information of the budgetary year 2004/2005 (October 1, 2004 through September 30, 2005). The data were gathered and combined by interviewing 28 people, analysing an extract from the Healthy Lopburi documentary of the administration and the analysis of the content of documents relevant to the data gathered in the interview. The result of the research found that the administration of Healthy Lopburi had followed up the procedure in the same manner as the Department of Public Health’s policy, as had the provincial Public Health Department, District Department, and health center. The policy transfer method was by a meeting of all concerned wich provided everyone with guidelines, including instructions on practising the policy of Healthy Lopburi. It was found that the three levels of the Public Health Department used the same strategy of administration for planning, organising, staffing, directing and controlling. However, there are differences in details of some activities, for example, the controlling was of a different style, depending on the public health center in each district. Comments have been raised in the research that the study should investigate the role of the community and affect on the performance of Healthy Lopburi. The purpose such a study is to gain cooperation from the community for Healthy Lopburi work. There should be a survey of every public health center in Lopburi, in terms of the management procedures for health service.
