Abstract:
This research represents a combination of qualitative and quantitative
studies that have been designed to explore the existing competency levels of librarians
in public secondary schools in Bangkok. This research also seeks competency
development guideline for school librarians. The sample consisted of specialists who
have knowledge – based experiences in library and information science, and public
secondary school librarians in Bangkok. Data was analysed using descriptive
statistics.
The research results showed that librarians have competency levels in terms
of knowledge, skills, and techniques, at high level. However, when considering these
three competency aspects separately, it can be refer that librarians’ competencies are
at an average level in some aspects. In regard to competency development guideline,
a Knowledge Management approach should be used to guide the development of
public secondary school librarians’ competencies. The Knowledge Management
approach consist of the following ideas: 1) systematic management strategy; 2) a face
to face communication strategy; and, 3) learning development through outside
learning resources.
This study presents some recommendations to enhance school librarians’
competencies. For example, schools should use a Knowledge Management strategy to
develop librarians’ competencies. Government bodies, such as, the Office of the Basic
Education Commission and the Educational District Area Offices should promote
knowledge distribution by developing a system of knowledge search, developing a
network of shared knowledge, as well as establishing a unit to be particularly
responsible for library - related missions. Tertiary institutes and the Association of
Vocational Education should also use Knowledge Management concepts in outlining
their curriculum for library and information science courses. In addition to the
mentioned competency development, there should also be a focus on developing
librarians’ competencies in terms of human skills (i.e. communication skills,
teamwork skills) and thinking skills.
