Impacts on enterprises implementing the Thai labour standard (TLS 8001-2003)
Abstract:
The purpose of this study was to evaluate the impacts, benefits and difficulties
that arose from implementing the TLS 8001-2003 in enterprises. A total of 83
enterprises in Bangkok and vicinity areas participated in this study. Self-administered
questionnaires were mailed to the management and the safety officer of each
enterprise, though, 54 questionnaires from the managements and 72 questionnaires
from the safety officers were completed and returned.
It was found that implementation of a preliminary state of the TLS 8001-2003
significantly increased compliance with occupational safety and health regulations,
freedom of employee’s association and availability of welfare facilities such as
drinking water and nurse and medical staff, (p<0.01). Enhanced image of the
enterprises and reduction of overtime hours were also observed. Multiple regression
analysis shows that the factors related to overall impacts on the enterprises were
enterprise’s size, international market places, proceeding to the complete state of TLS
8001-2003, location and number of standard certification. These factors could predict
overall impacts on enterprise at 20.6 percent. However, inadequate training on the
TLS 8001-2003 and confusion with the many ongoing management systems of the
enterprises was reported.
In conclusion, implementation of the TLS 8001-2003 helps strengthen legal
compliance and improve working environments. Provision of adequate training on the
standard to all concerned employees would smooth the path towards successful
implementation.
