Abstract:
The purpose of this research is to study opinions related to the guideline for
drafting master law of the water management of chairpersons and permanent
secretaries of the Tambol Administration Organizations (TAOs) in Pranakhon Sri
Ayutthaya Province.By uses direction of draft of Water Act BE…. proposed by Board
of the National Research Council, Office of Board of the National Research. The
research also studies the problem, obstacles and suggestions of the sampling group
about the guideline for drafting master law of the water management. The study
looked at quantities data collected by questionnaires.The sampling group was 187
cases. The data was statistically analyzed by using frequency, mean, standard
deviation and ONE way ANOVA.
The study results indicated that most of the sampling had strongly agree with
the guideline for drafting master law of the water management. Factors: age,
participation and amendment of water management and the cognition on water
management differently affected opinions related to the guideline for drafting master
law of the water management by statistical significance at 0.05, 0.05, and 0.001
respectively. The problems and obstacles included: 1) At present there are many law
of water management, 2).Law are obsolete and not covering existing situation,
personnel or officers who in chart of enforcement law are inadequate and the task then
was not availed. 3)Problems of coordination among local offices are met as well as the
central offices and the local ones in enforcing law of water management.The problem
and obstacles about drafting new laws included: 1) Some government personnel
especially the locals have least opportunity to participate or to propose legal problems
or amendment or regulations related to water management.
It is recommended that involved government offices should draft the master
law of water management with point’s properly covering principles, mechanism,
techniques, personnel and responsible organization and enable to uniquely and
evidently manage water. Authority of water management among the central offices
and the local ones or among the local offices themselves should be set clearly so to
enable them efficiently coordinate in public water management. Also government
local personnel and local people should have opportunity to participate drafting the
master law of water management
