Abstract: The objectives of this research were to analyze, design, develop and compare the performance of the Annual Action Provincial Plan System using Oracle form 6 builder and Active Server Pages (ASP). In this research, Oracle 8 was used for creating a system database. Oracle Form 6 builder and ASP were used for developing the application program interfaces, running under a Microsoft Windows 2000 Server. Apache was used as a web server for the Annual Action Provincial Plan System when using Oracle form 6, and Internet Information Server 4.0 (IIS 4) was used as a web server when using ASP. The system consists of four main functions, i.e. input data (Central), input data (Province), data query, and report. After comparison of advantages and disadvantages of the two systems, the results showed that ASP could develop the the Annual Action Provincial Plan System and provide the same services as Oracle Form builder. Finally, further investigation of user satisfaction for designing and user interface development shuld be done. Performance testing against user volume and comparison performance of the two applications on other servers should be done.

Abstract: การวิจัยครั้งนี้ มีจุดมุ่งหมายเพื่อ วิเคราะห์, ออกแบบ พัฒนา และเปรียบเทียบ ระบบฐาน ข้อมูลแผนปฏิบัติการจังหวัดประจำปีของกระทรวงมหาดไทย เปรียบเทียบการพัฒนาโดยใช้ Oracle Form 6 และ Active Server Pages (ASP) บนเทคโนโลยีเว็บเบส และระบบฐานข้อมูลเชิง สัมพันธ์ของ Oracle 8 การพัฒนาระบบฐานข้อมูลแผนปฏิบัติการจังหวัดประจำปี ของกระทรวงมหาดไทยนี้ใช้ Oralce 8 สำหรับการจัดการฐานข้อมูล พัฒนาโปรแกรมส่วนที่ติดต่อกับผู้ใช้โดย Oracle Form 6 และ ASP ภายใต้ระบบปฏิบัติการ Windows 2000 Server โดยใช้ Apache เป็นเว็บเซิร์ฟเวอร์ของ ระบบที่พัฒนาด้วย Oracle Form 6 และใช้ Internet Information Server 4.0 (IIS 4) เป็นเว็บ เซิร์ฟเวอร์ของระบบที่พัฒนาด้วย ASP ระบบฐานข้อมูลแผนปฏิบัติการจังหวัดประจำปี ของ กระทรวงมหาดไทยนี้ ประกอบด้วย 4 ส่วนหลัก ได้แก่ เมนูบันทึกข้อมูลส่วนกลาง, บันทึกข้อมูล จังหวัด, สอบถามข้อมูล, และ พิมพ์รายงาน หลังจากที่ได้ทำการทดสอบประสิทธิภาพและประเมินจากข้อดีข้อเสียของทั้งสองระบบแล้ว พบว่า ระบบที่พัฒนาขึ้นโดยใช้ ASP สามารถบันทึก สอบถามและพิมพ์รายงานให้ผลลัพธ์ได้ เช่น เดียวกับระบบที่พัฒนาด้วย Oracle Form 6 สำหรับข้อเสนอแนะในการวิจัยในอนาคต คือ การ สอบถามความพึงพอใจการออกแบบหน้าจอที่ติดต่อกับผู้ใช้ การทดสอบระบบกับผู้ใช้จำนวน มากๆ และการทดสอบประสิทธิภาพของระบบกรณีนำไปติดตั้งใช้งานบนเครื่องแม่ข่ายเครื่องอื่น
