Abstract:
The objectives of this research can be portrayed as 1) To study the level of
readiness for the operation according to the Official Information Act B.E. 2540 (1997)
of Tambon Administrative Organization in Samut Sakhon Province 2) To study the
factors related to the readiness for the operation according to the Official Information
Act B.E. 2540 (1997) of Tambon Administrative Organization in Samut Sakhon
Province. The data were collected by mean of questionnaire given to the population –
the Lord Mayors and the administrators of 30 Tambon Administrative Organizations
in Samut Sakhon Province, totaling 90 samplings. Statistics, percentage, minimum,
maximum, mean, standard deviation and Spearman’s Correlation were used for
analyzing the collected data.
The findings from the research are as follows:
1. The attitudinal factor was in a high level whereas the knowledgeable factor
and the factor of experience were in a medium level. For the relationship between the
attitudinal factor, knowledgeable factor, factor of experience and the readiness of the
operation according to the Official Information Act B.E. 2540 (1997) of Tambon
Administrative Organization was in a low level.
2. The level of readiness of the operation according to the Official Information
Act B.E. 2540 (1997) of Tambon Administrative Organization in Samut Sakhon
Province was high.
Abstract:
การศึกษาครั้งนี้มีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาถึงระดับความพร้อมในการดำเนินการตาม
พระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ. 2540 ขององค์การบริหารส่วนตำบลในจังหวัดสมุทรสาคร และ
2) เพื่อศึกษาถึงปัจจัยที่มีผลต่อความพร้อมในการดำเนินการตามพระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ.
2540 ขององค์การบริหารส่วนตำบลในจังหวัดสมุทรสาคร เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม กลุ่มประชากร
คือ นายกและคณะผู้บริหารขององค์การบริหารส่วนตำบล ในเขตจังหวัดสมุทรสาครซึ่งมีจำนวนทั้งหมด 90 คน
และมีองค์การบริหารส่วนตำบลอยู่ทั้งหมด 30 แห่ง วิเคราะห์ข้อมูลโดยใช้สถิติ ร้อยละ ค่าต่ำสุด ค่าสูงสุด
ค่าเฉลี่ยเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์แบบสเปียร์แมน (Spearman’s
Correlation)
ผลการวิจัยมีข้อค้นพบ ดังนี้
1. ปัจจัยด้านทัศนคติอยู่ในระดับสูง ปัจจัยด้านความรู้และปัจจัยด้านประสบการณ์อยู่ในระดับปานกลาง
ส่วนในด้านความสัมพันธ์ระหว่างปัจจัยด้านทัศนคติ ปัจจัยด้านความรู้ และปัจจัยด้านประสบการณ์ กับความ
พร้อมในการดำเนินการตามพระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ.2540 ขององค์การบริหารส่วนตำบลใน
จังหวัด สมุทรสาคร นั้นทั้งหมดมีความสัมพันธ์ในระดับต่ำ
2. ระดับความพร้อมในการดำเนินการตามพระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ.2540 ของ
องค์การบริหารส่วนตำบลในจังหวัด สมุทรสาคร นั้นอยู่ในระดับสูง
