Abstract: This study was based on system approach to search for an innovative teaching system with value chain of bilingual education managed in any high schools with student-centered practices. The purpose of this study was aimed to investigate the perception of parents, students, experienced teachers and experts in English teaching to perceive the value chain and to create an innovative teaching system of bilingual education. The researcher distributed 42 questionnaires to teachers as samples in four schools where two are bilingual and two are non-bilingual schools. This study was designed for descriptive statistics of quantitative data from the questionnaire survey, supported by data from twenty students in one class of another school. Eight parents and eight experts of English teaching were also interviewed to complete the required data. The study revealed that an innovative teaching system of bilingual education for value chin creation was the integration of teaching elements of each school based on student-centered methodologies with active learning and value chain related to English educational environment, career plans of students and community development.
