The problems of government officials and temporary officials in implementing government financials management information system about financial management system and government accounting
Abstract:
This research purposes to study programs of government officials and temporary officials in implementing the Government Financial Management Information System (GFMIS) about Financial Management System and Government Accounting in Surin Province in 4 aspects, Supply, Accounting, Finance, Planning and Budgeting. The close-end and open-end questionnaire was used in this survey research to gather data by sending 252 questionnaires by the researcher and 100 questionnaires via mail. The 328 completed questionnaires were tested for the mean average of level of problems by One-Way Analysis of Variance and further tests for mean differences of level of problems in each pair were followed the Scheffe and Tamhane techniques at significant level 0.05.The results indicate that the major problem in the aspect of Supply is the procurement process does not conform to accrual basis, in the aspect of Finance is officials lack of knowledge and experience in utilizing the program, in the aspect of Accounting is bookeeping, and in the aspect of Planning and Budgeting is applying accounting knowledge in capital budgeting. The level of problems in the Accounting aspect is high while other aspects, the Supply, Finance, and Planning and Budgeting, are moderate. The tests of hypothesis show that officials in the GFMIS who studied subjects in accounting or related discipline unequal to others do not possess different level of problems in each aspect. The officials in the GFMIS who held different working experience do not different level of problems in each aspect. Furthermore, 53% of the subjects suggest that more training course be provided and this subject be set in the Vocational Education Commission curriculum.
