Abstract: การศึกษาค้นคว้าครั้งนี้มีความมุ่งหมายเพื่อศึกษาปัญหาและข้อเสนอแนะในการแก้ปัญหาและเปรียบเทียบปัญหาการให้บริการชุมชนของโรงเรียนมัธยมศึกษาจังหวัดในเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกกับจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออก จำแนกตามสถานที่ที่โรงเรียนตั้งอยู่และขนาดโรงเรียนเพื่อนำข้อมูลไปใช้เป็นแนวทางในการแก้ปัยหาการให้บริการชุมชนในด้านการศึกษา ด้านเศรษฐกิจและอาชีพ ด้านการเข้าร่วมกิจกรรมของชุมชน และด้านการให้บริการอาคารสถานที่กลุ่มตัวอย่างที่ใช้ในการศึกษาค้นคว้าครั้งนี้เป็นผู้บริหารโรงเรียนและครูอาจารย์ที่ทำหน้าที่บริการชุมชนของโรงเรียนมัะยาศึกษา จังหวัดในเขตพัฒนาพื้นที่ชายฝั่งทะเลตะวันออก กับจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลตะวันออก โดยิธีสุ่มแบบแบ่งชั้น ( Stratified random sampling) จำนวน 165 คน เครื่องมือทีใช้ในการศึกษาค้นคว้าเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ แบบตรวจสอบรายการ 12 ข้อ และคำถามปลายเปิด 4 ข้อ ความเชื่อมั่นของแบบสอบถามทั้งฉบับมีค่า 0.98 ค่าอำนาจจำแนกของแบบสอบถามอยู่ระหว่าง 0.66-0.91 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ความเบี่ยงเบนมาตรฐาน ค่าร้อยละ และการวิเคราะห์ความแปรปรวนสองทางผลการศึกษาพบว่า ปัญหาการให้บริการชุมชนของโรงเรียนมัธยมศึกษาที่ตั้งอยู่ในจังหวัดในเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกและจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออก โดยภาพรวมมีปัญหาอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน จำแนกตามพื้นที่ที่โรงเรียนตั้งอยู่ พบว่าโรงเรียนมัธยมศึกษาที่ตั้งอยู่ในจังหวัดในเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกมีปัญหาทุกด้านอยู่ในระดับปานกลาง ยกเว้นด้านเศรษฐกิจและอาชีพมีปัญหาอยู่ในระดับน้อย โรงเรียนมัธยมศึกษาที่ตั้งอยู่ในจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออก มีปัญหาด้านการเข้าร่วมกิจกรรมของชุมชนอยู่ในระดับมาก ส่วนด้านอื่น ๆ อยู่ในระดับปานกลางทุกด้าน เมื่อพิจารณาเป็นรายด้าน จำแนกตามขนาดโรงเรียนพบว่า โรงเรียนมัธยมศึกษาขนาดใหญ่ ขนาดกลาง และขนาดเล็ก มีปัญหาอยู่ในระดับปานกลางทุกด้านเมื่อเปรียบเทียบปัญหาการให้บริการชุมชนของโรงเรียนมัธยมศึกษาที่ตั้งอยู่ในจังหวัดใตเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกกับจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออก พบว่า โรงเรียนที่อยู่ในสถานที่ตั้งต่างกันมีปัญหาแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (p<.05) ทุกด้าน โรงเรียนที่มีขนาดต่างกันมีปัญหาด้านเศรษฐกิจและอาชีพแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (p<.05) ส่วนด้านอื่น ๆ แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ และพบว่าปฏิสัมพันธ์ระหว่างที่ตั้งและขนาดของโรงเรียนร่วมส่งผลต่อปัญหาด้านเศรษฐกิจและอาชีพ และด้านการให้บริการอาคารสถานที่ อย่างมีนัยสำคัญทางสถิติ (p<.05) ส่วนด้านอื่น ๆไม่มีผลต่อกันข้อเสนอแนะในการแก้ปัญหาการให้บริการชุมชนของโรงเรียนมัธยมศึกษาที่ตั้งอยู่ในจังหวัดในเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกกับจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกจำแนกตามสถานที่ที่โรงเรียนตั้งอยู่และขนาดของโรงเรียน พบว่าดรงเรียนมัธยมศึกษาที่ตั้งอยู่ในจังหวัดในเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออกกับจังหวัดนอกเขตพัฒนาพื้นที่ชายฝั่งทะเลภาคตะวันออก เสนอแนะการแก้ปัญหาเหมือนกันทุกด้าน ดังนี้ ด้านการศึกษาโรงเรียนทุกขนาดเสนอแนะว่า ควรจัดหางบประมาณสนับสนุนกิจกรรมให้เพียงพอ ด้านเศรษฐกิจและอาชีพโรงเรียนทุกขนาดเสนอแนะว่า ควรจัดส่งบุคลากรเข้ารับการอบรม สัมมนา เพื่อให้ได้ความรู้ใหม่ ๆ เกี่ยวกับงานอาชีพ ด้านการเข้าร่วมกิจกรรมของชุมชน โรงเรียนขนาดใหญ่และขนาดกลางเสนอแนะว่า ควรจัดหางบประมาณสนับสนุนกิจกรรมให้เพียงพอ ส่วนโรงเรียนขนาดเล็กเสนอแนะว่า ผู้บริหารควรให้ควาในใจและเห็นความสำคัยของการเข้าร่วมกิจกรรมให้มากขึ้น ด้านการให้บริการอาคารสถานที่ โรงเรียนทุกขนาดเสนอแนะว่า ควรจัดหางบประมาณเพื่อเตรียมซื้อ ซ่อม สร้างอาคารสถานที่ และวัสดุครุภัณฑ์ของโรงเรียน

Abstract: The purposes of this study were to investigate problems, sugestion in solving problems and to compare the problems of the community services of the secondary schools in the provinces within and outside the Eastern Seaboard Development Project area classified by localities and school sizes. It was expected that these data would be useful in solving problems of community services in the aspects of the education, economy and vocation, comminity activity participation, and ground and building.Using stratified random sampling technique, the total number of 165 samples were selected. The research instruments using in this study were the fifty item five-levels rating-scale questionnaire, the twileve item checklist form and four item open-ended question form prepared by the researcher. The reliability of the questionnaire was found of being at 0.98. The discrimination value was found of being between 0.66-0.91. The statistics used in analyzing the data were arithmetic mean, styandard deviation, percentage and two-way analysis of variance.The results were as follows:The problems of the community services of the secondaty schools within and outside the Eastern Seaboard Development Project area were found of being at the moderate level. When classified by school sites and sizes, the problems in every aspect of the secondary schools within the Eastern Seaboard Development Project area was found of being at the moderate level except for the problems of economec and vocational services which were found of being at the low level.On the other hand, the problems of community activity participation services of the secondary schools outside the Eastern Weaboard Development Project area were found of being at the high level but in the other aspects they were found of being at the moderate level. When classified by school sizes, the problems of every aspect in the large-sized schools, middle-sized schools and small-sized school were found of being at the moderate level.Comparing the problems of the community services ot ethe secondaty schools within and outside the Eastern Seaboard Development Project area, the results revealed that; the problems of the community services of the schools located in different areas were significantly different at .05 level in every aspect. But economic and vocational services of different size of schools were singificantly different at .05 level. However Significant different was not found in the other aspects. The interaction between school siteds and sizes was found corporately affecting the economic and vocational problems and school building and facility service affected with significant diferent of .05. But for other aspects, they did not affect each other.Ths sugestions in solving problems were as follows:Budget should be allocated sufficiently for Educational services. Sending personnel to be trained and to participate in seminars should be concerning efectively organized in order that personness are informed of new informations vocational development in the economic and vocational services. Sufficient budget should also be allocated for the community activity particpation services and also for ground and building construction and maintenance and the purchase of school materials.
