Factors related to public health management outcomes of the tambom administration organizations in upper central region of Thailand
Abstract:
The purpose of this study was to inverstigate the factors related to public health management outcomes of the Tambon Administration Organizations. The study sample was consisted of 173 out of 306 Tambon Administration Organizations located in four provinces in the upper, central region of Thailand. The research study instrument was a record form for quality test. Data were analyzed by computer and by means of frequency, percentage, mean, standard deviation, and Chi-square test. The results found that basic factors of the administrators, such as participation in public health seminar, and organization factors, such as cooperation with public health sectors, policy on public health operation, and public health problems in responsible areas associated with public health management outcomes of the Tambon Administration Oraganzation, data were significant at p<.05.The details of study factors indicated that participations in public health meeting, seminar, and trainning of each member was approximately 2-3 times annually. One or two policies of the study of the TAOs related to public health were utilized in the fiscal year 2001 and increasing to 3-5 policies in the fiscal year 2002-2003, and the TAOs cooperative work with public health sectors in a sub-district level was rated at a moderate level. Narcotic problems in their areas under responsibility were still prevalent at a moderate level. Prevention of communicable diseases of the TAOs was found carried out at a low level. The public health management outcomes presented by means of a proportion of the budget allocation for public health work and the total budget of the TAOs were less than 10%. The proportion of the budget allocation for personnel came out on zero. More than half of the TAOs set database on population health profiles and public health information (62.3%). Almost all of the TAOs (98.8%) provided public health services. The public health management outcomes of the TAOs were ranging from low to moderate levels. Recommendation for this study were : the TAOs administrators should realize and have a concern with health problems, cooperation between the TAOs and public health service sectors, and participation in health seminar for improving public health management outcomes of TAOs
