Abstract: การศึกษาวิจัยประเมินโครงการห้องสมุดเฉลิมพระเกียรติ 50 พรรษาขององค์การบริหารส่วนจังหวัดภูเก็ต มีวัตถุประสงค์ในการประเมิน ได้แก่ 1) เพื่อศึกษาการดำเนินงานของโครงการตามวัตถุประสงค์ที่กำหนด 2) เพื่อศึกษาความพึงพอใจต่อผลการดำเนินโครงการ 3) เพื่อศึกษาการดำเนินโครงการตามขั้นตอนที่กำหนด รวมทั้งปัญหา/อุปสรรค แนวทางปรับปรุงการดำเนินงาน และข้อเสนอแนะ กลุ่มตัวอย่างที่ใช้ในการศึกษาค้นคว้า คือ ประชาชนผู้ใช้บริการของห้องสมุดทั้ง 4 แห่ง และผู้ให้ข้อมูลหลักได้แก่ ผู้บริหาร สมาชิกสภา และเจ้าหน้าที่ขององค์การบริหารส่วนจังหวัดภูเก็ต ผู้วิจัยใช้วิธีเลือกกลุ่มตัวอย่างโดยการสุ่มแบบเจาะจงและใช้แบบสอบถามเก็บข้อมูลจากกลุ่มตัวอย่างซึ่งเป็นประชาชนผู้ใช้บริการของห้องสมุดทั้ง 4 แห่ง ได้กลุ่มตัวอย่างจำนวนทั้งสิ้น 367 คน และทำการสัมภาษณ์ระดับลึกกับกลุ่มตัวอย่างผู้ให้ข้อมูลหลัก รวมจำนวนทั้งสิ้น 17 ท่าน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามที่ผู้วิจัยสร้างขึ้น มีค่าความเชื่อมั่นสัมประสิทธิ์แอลฟา 0.87 และการสัมภาษณ์ระดับลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. การสำรวจความพึงพอใจของประชาชนและการบรรลุวัตถุประสงค์ของโครงการ ตลอดจนการดำเนินงานโครงการห้องสมุดเฉลิมพระเกียรติ 50 พรรษาในภาพรวมทั้งจังหวัด พบว่า มีความพึงพอใจในภาพรวมทุกประเด็นอยู่ในระดับมาก คือ เป็นโครงการที่ปลูกฝังให้ประชาชนและเยาวชนมีนิสัยรักการอ่าน เป็นโครงการที่เตรียมความพร้อมเพื่อนำภูเก็ตไปสู่สังคมแห่งการเรียนรู้ในอนาคต ก่อให้เกิดองค์ความรู้ใหม่แก่ชุมชน ทำให้ประชาชนและเยาวชนได้เข้าถึงเทคโนโลยีสารสนเทศผ่านเครื่องคอมพิวเตอร์ รวมทั้งช่วยยกฐานะความเป็นอยู่และพัฒนาคุณภาพชีวิตของประชาชน 2. การสำรวจความพึงพอใจต่อผลการดำเนินโครงการในภาพรวมทั้งจังหวัด พบว่า มีความพึงพอใจในภาพรวมอยู่ในระดับมาก ใน 8 ด้าน คือ การเปิดโอกาสให้ประชาชนมีส่วนร่วมได้แสดงความคิดเห็น มีการประชาสัมพันธ์ รายงานผล ตรวจสอบโครงการ ดำเนินงานตามระยะเวลาที่กำหนด เป็นโครงการที่แก้ปัญหาและช่วยให้ประชาชนได้รับประโยชน์จากแหล่งเรียนรู้ในโครงการฯ 3. ข้อเสนอแนะเชิงนโยบาย กระทรวงศึกษาธิการควรจัดทำยุทธศาสตร์ในการสร้างศูนย์การเรียนรู้ให้แก่ชุมชนต่างๆ ให้ครอบคลุมไปทั้งประเทศ เพื่อเตรียมความพร้อมไปสู่สังคมแห่งการเรียนรู้ 4. องค์การบริหารส่วนจังหวัดภูเก็ต ควรจัดสัมมนาระดมความคิดเห็นจากนักวิชาการ เพื่อแนวทางในการพัฒนาห้องสมุดในโครงการให้เป็นต้นแบบศูนย์การเรียนรู้ของชุมชน และควรขยายโครงการออกไปยังชุมชนอื่นๆ ให้ครอบคลุมไปทั้งจังหวัดภูเก็ต เพื่อเพียงพอต่อความต้องการของประชาชนโดยขอการสนับสนุนงบประมาณจากองค์การบริหารส่วนท้องถิ่นอื่น ๆ ที่มีอยู่ในจังหวัดภูเก็ต 5. ควรมีการทำวิจัยเพื่อพัฒนาห้องสมุดทั้ง 4 แห่งของโครงการ ให้เป็นต้นแบบศูนย์การเรียนรู้ของชุมชนตามแนวทางการสร้างสังคมแห่งการเรียนรู้ เพื่อนำไปใช้ในอนาคต The purposes of this research were 1) to study the management of the Library project by its determined objectives, 2) to study the satisfaction on the project’s output, and 3) to study its operation as specified including, its problems/ obstacles, improvement, and suggestion for future project. The representative samples of this (PPAO) research were 367 people served by the 4 Phuket Provincial Administration Organization’s library. These key informants aslo included 17 informants form administrators, congressmen and staff of the PPAO. Questionnaires and indept interview were used to collect data in this study. The statistics used to analyze data were Arithmetic Mean, Standard Deviation, and Alpha Reliance Coefficient. The result of the research indicated that 1. People in Phuket were highly satisfied with the project’s aspects. reading behavior encouragement among Phuket residents, giving the opportunities to people to access information technology, promoting the new knowledge to communities, enhancing Phuket people’s quality of life, and finally, preparing Phuket as a Learning Society in the future. 2. People in Phuket were highly satisfied with 8 project’s aspects which were consisted of people participation in the project, the project’s public relation, the people opportunities to express ideas and suggestions, the project’s output report to the public, public opportunities to audit, the project work as planed, the project’s output, leading to local problems solutions and finally, the communities’ benefits from the project. 3. Policy suggestion of the study is the Ministry of Education should set up the strategies for Learning Center establishment for nationwide communities in order to be the Learning Society. 4. Practical suggestion of the study is Phuket Provincial Administration Organization should launch a meeting to brainstorm ways to enhance its 4 libraries in the project as the model of Learning Center so as to expand the available libraries as the learning center for the rest communities in Phuket in order to meet the high needs of Phuket people by cooperating with other local administration organizations. 5. Suggestion for further study include more research on project development strategies to enhance available libraries as a model for Learning Center and to develop plan strategies of the Learning Society in Phuket in the Future.
