Abstract:
This researnh in titled of The Teachers College Policy Implementation : A Case Study of the United Colleges of Southern Isarn It studied the Teachers College Act (No.2), B.E., 2527. The objectives are (1) to study the influential factors affecting the success of the teachers college policy implementation, (2) to study the characteristics of the teachers college policy implementation, and (3) to develop recmmendations for the teachers college policy implementation. Three sets of hypotheses were tested : (1) independent variables ; policy structures, resources, disposition, political support, communications, and leadership are highly and positively correlated with dependent variables-teachers college policy implementation, (2) disposition and leadership are the best sets of independent variables affecting the success of the teachers college policy implementation, and (3) disposition and leadership are the best sets of independent variables that have a high discriminant power in predicting groups by the level of success.
A survey research and cross-sectional design were employed. The six independent variables were : policy structures, resources, disposition, political supports, communications, and leadership ; and the five dependent variables were : teaching, local personnel teaching, research, culture and art promotion and reconstruction, and social services. The population consisted of teachers of the United Colleges of Southern Isarn. Data collection was made during July 1-15, 1991, by 105 self-administered questionnaires for each college. Sixty-four percent (269 copies) of the questionnaires were returned : 101 copies from Suruin Teachers College, 62 copies from Nakorn Rachasima Teachers College, 53 copies from Bureerum Teachers College, and 53 copies from Ubon Rachathani Teachers College. The questionnaire was developed using Likerts Rating Scales and tested with medium validity and reliability. Data analysis was done through the use of SPSS/PC+ packages to test some statistics like percentage, mean, standard deviation, pearson product-moment correlaton coefficient, one-way analysis of variance, multiple regression analysis, and discriminant analysis.
Findings
The major findings can be summarized as follows :
1. The independent variables : policy structures, resources,
disposition, political support, communications, and leadership have a high and positive correlation with dependent variables, teachers college policy implementation. It confirms the first hypothesis. This finding shows that all policy variables highly correlate with dependent variables at a significant level.
2. Disposition and leadership are the best sets of independent variables
affecting the success of the teachers college policy implementation. Disposition is highly influenced in predicting and explaining the success of the teachers college policy implementation, followed by leadership. The results confirm the second hypothesis. It implies that if teachers participate and dispose at their college, high success will increase. Furthermore, the more good leadership is employed the higher success is garanteed.
3. Disposition which has the highest discriminant power in predicting
groups by the level of success. This concerns with the third hypothesis

medium level, but the teachers college research is not.
5. The process of nominating the rector of teachers college by rotating
every 4-year and holding the post until retirement is a big problem of the teachers college policy implementation.
Recommendations
The teachers college policy implementation is expected to be more successful if the following recommendations are applied.
1. Motivate the instructors of teachers college to participate and
dispose, and dispose, by concentrating in participative management. Put the right man in the right job. Recruit instructors in scarce fields and staff personnel, train and develop personnel efficiency in a be fair manner.
2. Create good leadership, by selecting systematically all of
administrative positions in the same manner, especially the nomination of the rector should be done from the instructors from within the college at the said for a 4-year term over no longer than 1 terms, it cannot be allowed to nominate that rector to another college. To develop administrative training curriculum for all teachers college administrators.
3. Reform teachers college structure. To minimize duplication in their
duties, reduce of administrative positions and staff positions, reform procedures in hierarchy, and abolish departments in some faculties.
4. Redistribute research subsidies. To distribute research subsidies in a
number that the researchers can produce the qualified research. Amend research subsidy procedures in a simplified method, and develop training program for young researchers.
5. Review local personnel teaching project. To improve curriculum for
local development, review student entrance method, and amend Educational Evaluation Procedures.
Teachers college policy implementation should be developed in these
dimensions : amend the teachers college to be a juristice person institue, abolish all of the United Colleges, develop graduate programs, and transfer teachers college teachers college to the Ministry of University Affairs.
