Abstract: งานวิจัยที่ได้ทำขึ้นครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนาโปรแกรมระบบงานหนังสือราชการของฝ่ายธุรการ มหาวิทยาลัยราชภัฏสุรินทร์ ซึ่งในการพัฒนาระบบในครั้งนี้ด้านฐานข้อมูลได้ใช้ระบบการจัดการฐานข้อมูล MySQL และใช้โปรแกรม Visual Basic เป็น Software Tool ระบบนี้แบ่งการทำงานออกเป็น 10 ส่วนหลัก ๆ ประกอบด้วย 1) การจัดการข้อมูลประเภทงบประมาณ 2) การจัดข้อมูลตำแหน่งบุคลากร 3) การจัดข้อมูลการดำเนินการ 4) การจัดการข้อมูลบุคลากร 5) การจัดการข้อมูลผู้ใช้ระบบ 6) การจัดทำรายการข้อมูลหนังสือภายใน 7) การจัดทำรายการข้อมูลหนังสือภายนอก 8) การจัดทำรายการการตรวจรับหนังสือ 9) การนำเสนอการสืบค้นข้อมูล 10) การนำเสนอรายงานข้อมูลทั่วไป และได้ทำการประเมินประสิทธิภาพของระบบทั้งหมด 4 ด้าน อันได้แก่ Functional Requirement Test มีค่าเฉลี่ยอยู่ในระดับ 4.63 ซึ่งถือว่าระบบมีความถูกต้องและมีประสิทธิภาพตามความต้องการของผู้ใช้อยู่ในระดับดีมากที่สุด ทางด้าน Function Test มีค่าเฉลี่ยอยู่ในระดับ 4.77 ซึ่งถือว่าระบบสามารถทำงานได้ตามวัตถุประสงค์ที่กำหนดไว้อยู่ในระดับดีมากที่สุด ด้าน Usability Test มีค่าเฉลี่ยอยู่ในระดับ 4.42 ซึ่งถือว่าระบบมีความง่ายต่อการใช้งานอยู่ในระดับดีมาก และด้าน Security Test มีค่าเฉลี่ยอยู่ในระดับ 4.90 ซึงถือว่าระบบมีความปลอดภัยของข้อมูลอยู่ในระดับดีมากที่สุด เมื่อเรานำคะแนนเฉลี่ยของแต่ละด้านมาผ่านระเบียบวิธีการทางสถิติ เพื่อหาค่าเฉลี่ย (Mean) พบว่าค่าเฉลี่ยที่ได้อยู่ในระดับ 4.63 ดังนั้นระบบที่ได้พัฒนาขึ้นนี้มีประสิทธิภาพอยู่ในระดับดีมากที่สุด และสามารถนำไปใช้ในระบบการจัดการหนังสือราชการของฝ่ายธุรการได้

Abstract: The purpose of this research was to develop the program of development system of official letters program on adminsitrative work, Rajabhat Institute Surin. In this study the MySQL database system was used. The Visual basic program was used as a software tool. This system was divided in to 10 factors: the data of budget management, the data of personal position management, the data of operation, the data of personal management, the data of the system uses management, the data of the internal communication through document, the data of the external communication through documents, the data of the in3coning documents the data for document retrieval, and the data for general information report. And emphasized and efficiency of the system in 4 ways as follows: Functional Requirement had average (X = 4.63), which showed the accuracy of system and efficiency follow the needs of the user in high. Function Test has average value (X = 4.77), which showed these system could working with the objectives in high. Usability Test had averge value (X = 4.42), which showed these system were easy for using in high. Security Test had average value (X = 4.90), which showed these system had a security of the data in high. When considering the average in any ways by using the statistics and Mean, in had average value (X = 4.63), which showed these development system had efficiency in high. And could be used in the system of managing official letters program on administrative work, surindra rajabhat University.
