Abstract: การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและเปรียบเทียบการดำเนินการประกัน คุณภาพการศึกษาของวิทยาลัยพยาบาล ตามทัศนะของคณาจารย์พยาบาล สังกัดกระทรวงสาธารณสุข ภาคตะวันออกเฉียงเหนือ ใน 3 ด้าน คือ ด้านการเตรียมการประกันคุณภาพการศึกษา ด้านการดำเนินการตามระบบประกันคุณภาพการศึกษา และด้านการเตรียมพร้อมเพื่อรับการตรวจสอบจากภายนอก และเพื่อศึกษาปัญหาอุปสรรคและข้อเสนอแนะแนวทาง แก้ไขการดำเนินการประกันคุณภาพการศึกษาของวิทยาลัยพยาบาล ประชากรที่ใช้ในการศึกษา คือ คณาจารย์พยาบาล จำนวน 278 คน ในวิทยาลัยพยาบาล สังกัดกระทรวงสาธารณสุข ภาคตะวันออกเฉียงเหนือ ได้แก่ วิทยาลัยพยาบาล ศรีมหาสารคาม วิทยาลัยพยาบาลบรมราชชนนี นครราชสีมา วิทยาลัยพยาบาลบรมราชชนนีสุรินทร์ วิทยาลัยพยาบาลบรมราชชนนี อุดรธานี วิทยาลัยพยาบาลบรมราชชนนี สรรพสิทธิประสงค์ อุบลราชธานี วิทยาลัยพยาบาลบรมราชชนนี นครพนม และวิทยาลัยพยาบาลบรมราชชนนี ขอนแก่น เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม การวิเคราะห์ข้อมูลใช้ความถี่ (f) ร้อยละ (%) ค่าเฉลี่ย (X ) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) การทดสอบ ความแปรปรวนทางเดียว (One  way ANOVA) การเปรียบเทียบความแตกต่างรายคู่ โดยวิธีของ Scheffe’ และการทดสอบค่าที (t  test for independent samples) ผลการศึกษา พบว่า 1. การดำเนินการประกันคุณภาพการศึกษาของวิทยาลัยพยาบาลโดยรวมอยู่ในระดับมาก เมื่อมองรายด้าน พบว่า ด้านการเตรียมการประกันคุณภาพการศึกษามีการดำเนินการอยู่ในระดับมาก ส่วนด้านการดำเนินการตามระบบประกันคุณภาพการศึกษา และด้านการเตรียมพร้อมเพื่อรับการตรวจสอบจากภายนอก มีการดำเนินการอยู่ในระดับปานกลาง 2. การดำเนินการประกันคุณภาพการศึกษาของวิทยาลัยพยาบาล จำแนกตามขนาดของวิทยาลัยพยาบาล พบว่า มีระดับการดำเนินการประกันคุณภาพการศึกษา แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3. การดำเนินการประกันคุณภาพการศึกษา จำแนกตามรูปแบบการบริหารงาน วิชาการ พบว่า มีระดับการดำเนินการประกันคุณภาพการศึกษา แตกต่างกันอย่างไม่มี นัยสำคัญทางสถิติที่ระดับ .05 4. ปัญหาอุปสรรคที่พบจากการดำเนินการประกันคุณภาพการศึกษา ของวิทยาลัย พยาบาล พบว่า มีปัจจัยที่เป็นปัญหาอุปสรรคใน 3 ด้าน คือ ด้านผู้นำ ด้านการบริหาร จัดการ และด้านบุคลากร 5. ข้อเสนอแนะแนวทางแก้ไขตามปัญหาอุปสรรคส่วนใหญ่ที่พบในแต่ละด้าน มีตามลำดับ ดังนี้ ผู้บริหารวิทยาลัยพยาบาลควรส่งเสริม สนับสนุน และอำนวยความสะดวกในการปฏิบัติงานของทีมงานและบุคลากรอย่างจริงจัง ควรเริ่มต้นพัฒนาระบบใหม่อีกครั้งโดยทำอย่างเป็นระบบต่อเนื่องคล่องตัวและมีประสิทธิภาพ และควรพัฒนาบุคลากรทุกระดับให้มีความรู้ความเข้าใจเกี่ยวกับการดำเนินการประกันคุณภาพการศึกษาให้มากขึ้น โดยควรพัฒนาหลายรูปแบบและอย่างต่อเนื่อง This research aimed at the studying and comparing the attitudes towards the levels of the educational quality assurance operation of the Nursing Colleges in the North Eastern Region, under the Jurisdiction of the Ministry of Public Health. The attitudes were perceived by the instructors of these Nursing Colleges. The study focussed on the three aspects : the preparation of the educational quality assurance, the performing of the educational quality assurance, and the preparation of the external auditing. The research also aimed at studying the problems and obstacles in operating the educational quality assurance. The population of the study were 278 instructors of the Nursing Colleges in the North Eastern Region. They were Srimahasarakham College of Nursing, Boromrajonnani College of Nursing Nakhon Ratchasima, Boromrajonnani College of Nursing Sappasitthiprasong Ubonratchatanee, Boromrajonnani College of Nursing Nakornpanom, Boromrajonnani College of Nursing Udorntanee, Boromrajonnani College of Nursing Surin and Boromrajonnani College of Nursing Khon Kaen. The research instrument employed the open  ended questionnaire for data gathering. The data were analysed by frequency ( f ), percentage ( % ), mean (X )standard deviation (S.D.), One  way ANOVA, multiple comparisons of scheffe’ and t  test for independent samples. The finding were as follow : Generally speaking, the operation of the educational quality assurance is at the high level. Regarding to the preparation for the educational quality assurance, it is at the high level ; whereas, the operation of the educational quality assurance and the preparation for the external auditing are at the medium level. Regarding to the sizes of the Nursing Colleges, the level of the operation of the educational quality assurance shows significant difference at the .05 level. According to the academic management patterns, the level of the operation of the educational quality assurance reveals no significant difference at the .05 level. In terms of problems and difficulties in operating the educational quality assurance, it is found out that there are three factors concerned. They are the leader factor, the management factor and the personnel factor. Three main problem solutions suggested are : First, to the leader aspect, the leaders should promote, support, and facilitate the teamwork as well as the personnel when systemizing the educational quality assurance operation. Second, to the management aspect, it is advisable to develop the system of the educational quality assurance operation to be more practical and effective. Third, to the personnel aspect, there should be a continuity and a variety of personnel development to a better understanding of the educational quality assurance.
