Abstract: การจัดทำวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อประเมินโครงการจัดตั้งศูนย์กีฬาอำเภอและตำบล กรณีศึกษาจังหวัดสุรินทร์ โดยใช้ซิพพ์โมเดลประเมิน 4 ด้าน คือ ด้านบริบท ด้านปัจจัยนำเข้า ด้านกระบวนการดำเนินงาน และด้านผลผลิต กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ กรรมการบริหารศูนย์กีฬาอำเภอ กรรมการบริหารศูนย์กีฬาตำบล และผู้เข้าร่วมโครงการศูนย์กีฬาอำเภอ และตำบล จากการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) ประกอบด้วย กรรมการบริหารศูนย์กีฬาอำเภอและตำบล จำนวน 34 คน กรรมการบริหารศูนย์กีฬาตำบล จำนวน 133 คน ผู้เข้าร่วมโครงการศูนย์กีฬาอำเภอและตำบล จำนวน 750 คน รวม 917 คน เครื่องมือที่ใช้เป็นแบบสอบถาม จำนวน 2 ฉบับๆ ละ 2 ตอน และวิเคราะห์ข้อมูลโดยใช้ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า กรรมการบริหารศูนย์กีฬาอำเภอและตำบล มีความคิดเห็น ด้านบริบท ด้านปัจจัยนำเข้า ก้านกระบวนการ และด้านการผลิต ต่อโครงการจัดตั้งศูนย์กีฬาอำเภอและตำบล กรณีศึกษาจังหวัดสุรินทร์ โดยภาพรวมอยู่ในระดับมาก (X = 3.54) เมื่อพิจารณาเป็นรายด้าน พบว่า 1. ด้านบริบท กรรมการบริหารศูนย์กีฬาอำเภอและตำบล มีความคิดเห็น และความพึง พอใจต่อโครงการ โดยรวมอยู่ในระดับอยู่ในระดับมาก (X = 3.71) เพราะวัตถุประสงค์ของ โครงการสามารถนำไปสู่การปฏิบัติได้อย่างชัดเจน ซึ่งสามารถที่จะวัดผลและประเมินผลได้ สถานที่ตั้งอยู่ใกล้กับบริเวณชุมชน และกิจกรรมที่จัดขึ้นตรงกับแผนงาน/โครงการและความต้องการของท้องถิ่น 2. ด้านปัจจัยนำเข้า กรรมการบริหารศูนย์กีฬาอำเภอและตำบล มีความคิดเห็นและความพึงพอใจต่อโครงการ โดยรวมอยู่ในระดับมาก (X = 3.50) เพราะมีการส่งเสริมกีฬาของศูนย์กีฬาอย่างมีระบบ เพื่อที่จะพัฒนา และส่งเสริมให้ผู้ที่รับผิดชอบโครงการได้มีโอกาสศึกษาความรู้ความสามารถอย่างแท้จริง และศูนย์อุปกรณ์กีฬาที่มีอยู่ก็เป็นไปตามความต้องการของชุมชน 3. ด้านกระบวนการ กรรมการบริหารศูนย์กีฬาอำเภอและตำบล มีความคิดเห็นและความพึงพอใจต่อโครงการ โดยรวมอยู่ในระดับปานกลาง (X = 3.41) เพราะมีการประชาสัมพันธ์ให้ทราบโดยทั่วกันก่อนที่จะมีการจัดกิจกรรมกีฬาของท้องถิ่น และมีการติดตามผลงานของกรรมการศูนย์กีฬา 4. ด้านผลผลิต กรรมการบริหารศูนย์กีฬาอำเภอและตำบล มีความพึงพอใจต่อโครงการ โดยรวมอยู่ในระดับมาก (X = 3.52)

Abstract: This research was intended to appraise the project to establish centers in tambon and amphoe areas in Surin province by means of the CIPP model. The appraisal was conducted on 4 sides : namely, on context’s, inputs, processes and outcome. The sample used in this research consisted of 34 administrative committee of the district sports centers, 133 administrative committee of tambon sports centers, and 750 of those who participated in the amphoe and tambon sports centers totaling 917 people that were obtained from a stratified sampling. The tools employed were 2 sets of questionnaire each of which contained 2 parts. Data analysis was done by means of percentage, mean and standard variation. The research findings showed that the administrative committee of the amphoe and tambon sports centers were satisfied with the project to establish the sports centers in Surin province at a high level (X = 3.54). Considering each aspect separately, it was found that 1. On the context side, the sports center administrative committee as a whole were satisfied with the project at a high level (X = 3.71) because the objectives of the project could be put into practice and also could be measured and evaluated. Sports centers are located near sports ground and the community and the sports activities were organized according to the plan/project and the local needs. 1. On the input side, the sports centers administrative committee as a whole were satisfied with the project at a high level (X = 3.50) because the sports activities in sports to have a chance to study so that they would have true knowledge in sports. Also the existing sports equipment centers were in accord with the community’s needs. 3. On the process side, the sports centers administrative committee as a whole were satisfied with the project at a moderate level (X = 3.41) because it was widely publicized the sports competitions commenced. And there was a follow-up and evaluation of the performance of the sports centers administrative committee. 4. On the outcome side, the sports center administrative committee as a whole were satisfied with the project at a high level (X = 3.52)
