Abstract:
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับปัจจัยคัดสรรและระดับประสิทธิผล ของการบริหารหลักสูตรการศึกษาขั้นพื้นฐาน ช่วงชั้นที่ 1-2 ของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และเขต 2 2) ศึกษาปัจจัยคัดสรรที่ส่งผลต่อประสิทธิผลการบริหารหลักสูตรการศึกษาขั้นพื้นฐาน ช่วงชั้นที่ 1-2 ของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และเขต 2 และ 3) ศึกษาแนวทางการบริหารหลักสูตรการศึกษาขั้นพื้นฐานช่วงชั้นที่ 1-2 ของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และเขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ ผู้บริหาร ครูผู้สอน และคณะกรรมการสถานศึกษาขั้นพื้นฐานที่เป็นผู้แทนผู้ปกครองจาก 93 โรงเรียน โรงเรียนละ 4 คน คือ ผู้บริหาร จำนวน 1 คน ครูผู้สอน จำนวน 2 คน และคณะกรรมการสถานศึกษาที่เป็นผู้ปกครอง จำนวน 1 คน รวม จำนวน 372 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามปัจจัยคัดสรรและแบบสอบถามประสิทธิผลการบริหารหลักสูตร สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน (Stepwise Multiple Regression Analysis)
ผลการวิจัยพบว่า
1. ปัจจัยคัดสรรของสถานศึกษาขั้นพื้นฐานอยู่ในระดับมาก ทั้งในภาพรวมและ รายด้าน ยกเว้นปัจจัยด้านชุมชนอยู่ในระดับปานกลาง ส่วนประสิทธิผลการบริหารหลักสูตรการศึกษาขั้นพื้นฐาน ช่วงชั้นที่ 1-2 ของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และเขต 2 อยู่ในระดับมาก ทั้งในภาพรวมและรายด้าน
2. ปัจจัยคัดสรรที่ส่งผลประสิทธิผลการบริหารหลักสูตรการศึกษาขั้นพื้นฐาน ช่วงชั้นที่ 1-2 สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และเขต 2 ได้แก่ ด้านการนิเทศ ด้านทรัพยากรการบริหาร ด้านบุคลากร และด้านชุมชน แต่ปัจจัยคัดสรรด้านชุมชนไม่ส่งผลต่อประสิทธิผลการบริหารหลักสูตร ด้านการวางแผนการบริหารหลักสูตร และด้านการปฏิบัติตามแผนการบริหารหลักสูตร
3. แนวทางการบริหารหลักสูตรการศึกษาขั้นพื้นฐาน ช่วงชั้นที่ 1-2 ของสถานศึกษา ขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และเขต 2 ผู้บริหาร ครูผู้สอน และกรรมการสถานศึกษา มีความเห็นว่าควรมีแผนการเรียนรู้และหลักสูตรที่เป็นมาตรฐานเดียวกัน ควรจัดทำหลักสูตรจากส่วนกลางและจัดให้มีการอบรมการใช้หลักสูตร ควรจัดเจ้าหน้าที่ที่ปฏิบัติหน้าที่พิเศษให้เป็นผู้ดำเนินการ ควรมีที่ปรึกษาจากสถาบันอุดมศึกษา ผู้บริหารควรนิเทศ ติดตามบ่อยๆ และควรมีเจ้าหน้าที่ศึกษานิเทศก์จากเขตพื้นที่การศึกษา คอยให้คำแนะนำช่วยเหลือเป็นระยะๆ รวมทั้งควรให้ความรู้เพิ่มเติมด้านการกำหนดเนื้อหาและการนำหลักสูตรไปใช้
The objectives of this research were: 1) to study the level of the selected factors that affected the effectiveness of the curriculum management at level 1 and 2 of the basic education institutions under the jurisdiction of Nakhon Pathom Educational Service Area Office 1 and 2; 2) to study the selected factors that affected the efficiency of the curriculum management at level 1 and 2 of the basic education institutions under the jurisdiction of Nakhon Pathom Educational Service Area Office 1 and 2; and 3) to consider some guidelines for the curriculum management at level 1 and 2 of the basic education institutions under the jurisdiction of Nakhon Pathom Educational Service Area 1 and 2. The samples of the research consisted of administrators, teachers, members of basic education institutions committees who represented the students parents from 95 schools, totaling 380 samples. The instrument was a questionnaire covering the selected factors that were expected to affect the effectiveness of the curriculum management. The statistics used to analyze the collected data included arithmetic means ( ), standard deviation (S.D.) and multiple regression analysis.
The findings of this research were as follows:
1. The levels of the selected factors that affected the effectiveness of the curriculum management at level 1 and 2 of the basic education institutions both as a whole and as individual factors were high, except the community factor which was moderate.
2. The effectiveness of the curriculum management at level 1 and 2 of the basic education institutions both as a whole and as individual factors were at high level.
3. The guidelines of the curriculum management at level 1 and 2 of the basic education institutions under the jurisdiction of Nakhon Pathom Educational Service Area Office 1 and 2 were as the following. For the curriculum management, the basic education institutions should have the same instructional plans and the same standard curriculum which should be constructed by the central committee. Then there should be training sessions for the implementation of the curriculum in order to support the basic education institutions. After that, each basic education institution should assign some personels to be responsible for carrying on the curriculum management. For the planned implementation of the curriculum management, there should be advice from some advicers of higher education institutes. Moreover, there should be frequent supervision from the basic education institutions administrators. And once in a while, the supervisory officials from Nakhon Pathom Educational Service Area Office should provide help and advice to the basic education institutions. For assessment and evaluation of the curriculum management, advicers from higher education institutes should closely supervise and assess it every semester. Finally, for the improvement of the curriculum management, Nakhon Pathom Educational Service Area Office should provide the basic education institutions with some experts and invite some advisors from higher education institutes to give some help as well. From this respect, more information on content establishment and the implementation of the curriculum should be additionally supplemented.
