Abstract:
This cross-sectional descriptive study aimed to explore of the situations and problems in primary-care-unit (PCU) administration in the Public Health Region 5 of Ministry of Public Health. Using the McKinsey's 7S-model including strategy, structure, systems, style, staff, skill and shared values, the data was collected during January to February 2007 by the opinion-based questionnaire all of PCU leaders in the region (370 persons). The response rate was 86.6 percent. The data were analyzed by using descriptive statistics, consisted of frequency, percentage and average, and the Mann-Whitney U tests. The finding indicated that With respect to the 7S-models, the shared-values situation was implemented the least. The opinion in style was different according to their experience in PCU leaders (p=.043). The situation in the strategy and structure aspects differed by PCU location (p=.058 and .021 respectively). Regarding management problems, it was found that most of the problems were found in the systems aspect rather than the others. The opinions about problems in the style and staff aspects differed by working experience (p=.031 and .010 respectively). In addition, the opinions about problems in the staff was aspects differed by number of population per healthcare worker (p<.001). It is recommended that the executives and healthcare teams in every level encourage the shared values of reward in the organization and should participate in cooperate planning to improve the administrative systems, considering the differences in experience, location of PCUs and the number of population per healthcare worker among the PCUs.
