Abstract:
The purposes of this research were to develop and investigate the quality of educational management indicators and to study an educational management quality and to make an initial offer in the development of educational management of community colleges. Descriptive research methodology was applied. The participants of this research were 12 colleges. The representatives for data collection were 206 executives, instructors and college staffs. There were 36 experts who acted as interviewees from Community College Council committees. The research tools were questionnaires and surveys. The research data were analyzed by SPSS. Additionally, LISREL for Windows was used in the analysis of confirmatory factor analysis and second order confirmatory factor analysis. The data from interview were processed to content analysis. The research results were as follows: 1) Education management quality indicators of community colleges of 3 categories 13 cohorts and 63 indicators as following: philosophy definement, vision, purposes and work plans cohort consisted of 5 indicators, instructor abilities cohort consisted of 5 indicators, curriculum planning cohort consisted of 2 indicators, executive characteristics cohort consisted of 3 indicators, academic learning and instructing cohort consisted of 4 indicators, colleges campus management cohort consisted of 3 indicators, financial and resources management cohort consisted of 4 indicators, human resources development cohort consisted of 5 indicators, internal quality assurance cohort consisted of 5 indicators, student characteristics cohort consisted of 15 indicators, network collaboration building cohort in the community consisted of 3 indicators, religions and arts & cultural preserves cohort consisted of 3 indicators and satisfaction of stakeholders cohort consisted of 6 indicators. 2) The results of construct validity used second order confirmatory factor analysis found that the model was fitted to the empirical data ([chi-square]=32.50, p=0.95, GFI=0.98, AGFI=0.96). Factor loadings of educational management indicators in community colleges in 3 main factors were positive. Their sizes were from 0.89-1.00. The most important factor loading was process, then input and output the last. The model of indicators accounted for 100%, 93% and 80% respectively of variance for educational management quality indicators of community colleges. The result of the correlation of mean validity and the values derived between the indicators developed by the conducted researchers and the indicators evaluated by The Office of National Education Standards and Quality Assessment found that the correlation coefficient value was at .622 3) Educational management quality in community colleges: for input factor, most of all showed good significant level. From the overall samples, 11 colleges showed good significant level and only 1 college showed fair significant level. For the process and output factor, 7 colleges showed the good significant level while the other 5 colleges showed fair significant level. 4) The initial offer in the development of educational management in community colleges comprised of 11 factors: policy, philosophy definement, visions, purposes and work plans, instructor abilities, curriculum planning, executive characteristics, academic learning and instructing, colleges campus management, human resources management, internal quality assurance, community partnerships and religions and arts & cultural preserves.
