The improvement of housing information system of the National Housing Authority : a case study of low income labour housing in the industrial factory in Bang-Khunthian district
Abstract:
The Eighth National Economic and Social Development Plan (1997-2001) shifts the developmen paradingm to holistic people-centred approach, by fostering and developing the full potentials of Thai, in terms of help, physical well-being, intellect and spirit, balancing the pattern of development, the developing of city and community will be in concert with quality of life of people in the community, to have a stable and sustainable economic growth and a good environmental condition society. The thesis is the introductory study which is to the improvement of housing information system of the National Housing Authority. For the collecting information used to define the variable of the information system, that is concerned in the area of physical, economy, social, affectionate, accommodation need in the future, also included the help from public sector, for example, specifying the standard regulation of housing condition, investment promotion and supporting the Government Housing Bank loan. The thesis is based on the study 321 samples with maximum salary of 7,500 baht per month, selected proportional to a number of workers from factories having more than 100 workers located at 3 Tumbol in Bang-Khunthain. According to the study, it is found that most of workers are in age of 28 coming from the north-east part of Thailand and with education up to the secondary school level. As a result, they earn a limited income of 5,200 baht per month and having the expense of 3,000 baht per month. Most of accommodations are in the form of flat and rent-room with the utilisation area around 15-20 square-metres, for average of 2 residents, which is allowed 10 square-metres per person. Most of standard of living are acceptable such as having basic utility, running water, electricity, no flooding and safety. Furthermore, the study goes through their future need, it is claimed that the comfortable area should be at least 24.39 square-meters which divided into one main bedroom, one children bedroom, on toilet and lavatory and on kitchen, nevertheless, this is still lower than the standard that the National Housing Authority and the Board of Investment assign. However, it is certain that the less the size of housing is, the cheaper the price will be, therefore, that makes 40%-50% of lower income labour can afford their own accommodation by joint borrowing. Anyway, the government sector should pay attention to the group of labour by issuing policy to support the mortgage, along with the proposition to upgrade the labour skill. About the second half, they have to continue renting the house, this is because the restriction of earning and also the price of accommodation cannot be further decreased. Therefore, the method to solve the difficulty is improving the skill and education so as to raise the standard of living of these group.
